Chichester Board of Selectmen
Minutes of Meeting
Tuesday, January 31, 2017

Members Present: Ed Millette, Jeff Jordan, Tom Jameson, Jodi Pinard Town Administrator

Advisory Budget Committee Members: Marlene Hammond, Steve MacCleery, Don Peterman, Doug Fisher, Norm Larochelle,

Others Present: Donna Chagnon, Alan Quimby, Pat Clarke, Jim Plunkett, and other members of the public.

Call to Order Mr. Jordan called the meeting to order at 6:00pm

Public Hearing on 2017 Proposed Budget Pursuant to RSA 32:5
Ewen MacKinnon will be moderating the Public Hearing.

Mr. Jordan opened the public Hearing at 6:01pm

Mr. MacKinnon reviewed the proposed 2017 Budget.

Mrs. Millette asked why the cemeteries were only $1 each.

Mr. Jordan stated that the Highway Department would be taking over the maintenance of the cemeteries.

The total operating budget is $2,138,528.

Mr. Jordan closed the public hearing at 6:36pm

Warrant Articles-
Mr. MacKinnon reviewed the warrant articles

#4- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#5- The Board of Selectmen are all in favor.  The Budget Committee had a majority vote to support this warrant article.

#6-The Board of Selectmen and the Budget Committee both recommend this warrant article.

#7- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#8- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#9- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#10- The Board of Selectmen are all in favor.  The Budget Committee had a majority vote to support this warrant article.

#11- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#12- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#13- The Board of Selectmen and the Budget Committee both recommend this warrant article.

#14- Gordon Jones discussed what has happen on Old Clifford Road. There would be a locked gate if this was approved. Anyone wishes to access the land would need to seek permission. He sees people use it when they do not have permission.

A motion was made by Mr. Jordan and seconded by Mr. Millette to remove this warrant article from the warrant due to lack of majority support by the Board of Selectmen. Motion Passes

Mr. Jones was informed that he gets 25 signatures of registered voters in town this would be placed on the Warrant as a petition warrant article

#15- The Board of Selectmen recommend this warrant article

Mr. Jordan stated the Board would like to thank the Budget Committee for their hard work this year. It was a very productive year. The budget process went very well.

Other Business-

Food Pantry Donation-
A motion was made by Mr. Jordan and seconded by Mr. Jameson pursuant to RSA 31:19, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $300.00 received from First Congregational Church – Dorcas Guild to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes


Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Millette to adjourn the meeting at 7:30. Motion passes
