Minutes of Meeting
Tuesday, November 1, 2016
Members Present: Richard DeBold, Tom Jameson, Jeff Jordan, Jodi Pinard Town Administrator, Kristy Barnouski Administrative Assistant.
Others Present: Chief Quimby, Chief Clarke, Jim Plunkett, Ed Millette, John Martell, Tom Houle, Donna Chagnon, Patty Milligan, Lucille Noel, and other members of the public.
Call to Order Mr. DeBold called the meeting to order at 6:30pm
Department Heads-
Fire Department-
Chief Quimby stated that the new ambulance is scheduled to be delivered Veterans Day weekend.
Chief Quimby is working on his budget and it will be handed in shortly.
Forestry-
Warden Stock stated that he is issuing all permits at this time after receiving a fair amount of rain.
Police Department-
Chief Clarke stated that his budget has already been handed in.
Chief Clarke warned that the new traffic pattern on Route 4 is in effect and to be cautious with the lane changes.
Chief Clarke stated that he helped with the Haunted Walk event and the Police Explorers sold the food.
Emergency Management-
Mr. Martell stated that he had nothing to report.
Highway Department –
Jim Plunkett stated that he is keeping an eye on Horse Corner Road and Bailey Road with the new restriping to see if people are using them as shortcuts during traffic backups on Route 4.
Mr. Plunkett also stated that he will be putting “Unmaintained Road” signs on Towle Road.
Mr. Plunket has received numerous calls for bids for the roads.
The Highway Department put some additional parking in on Meetinghouse Road for the Library.
The Highway trucks are ready for snow and they are all set for salt with 256 ton in reserve.
Mr. Jameson asked Mr. Plunkett to clear the two NO PARKING signs of overgrown weeds on Pound Road.
Library-
Ms. Noel stated that the construction on the addition is moving along and they have a date set for the paving of the parking lot pending the temperature.
Building Inspector-
Mr. Cole attends class on Tuesday nights however, Mrs. Pinard stated that the office remains very active with one commercial permit and eleven residential permits issued in the past two weeks. Two new houses were started in this time frame with a total of nine new homes, three commercial structures, and several large garages in progress. Mechanical, Plumbing and electrical inspections continue to demand increasing amounts of time.
Recently there have been several projects which were commenced without having the proper approvals, Mr. Cole is working with the property owners and contractors to rectify these issues.
Mr. Cole has reported that his classes are continuing to go well, and the information that he is learning has almost daily impacts.
Total number of permits issued is 134 with total construction value YTD $3,272,681.00
Other Business-
Haunted Trail Report-
Mrs. Pinard read the following:
Thank you to the Fire Department for taking care of the bonfire for the entire evening.
Thank you to the Police Explorers for providing snack items for purchase.
Thank you to the following people who helped, the PTO, Donna Chagnon, the Jameson Family, Chief Clarke’s family, the Woolverton Family, Tom Houle and his friends, Jim Brown, the Pinard Family, and finally the Barnouski Family. Thank you to all of the high school students who helped as well. I may not know your names but your volunteerism is truly appreciated. Without all of the volunteers this event would not have been a success.
Thank you to Global for the $500 donation that helped buy supplies for the event.
We had roughly 200 people go through our trail and some got a lot more scared than others. This was so much fun and everyone truly seemed to be enjoyed by everyone. We are already thinking about next year and how to improve the event.
Food Pantry Donation-
A motion was made by Mr. DeBold and seconded by Mr. Jameson pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $29.00 received from various donors to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes
Food Pantry Donation-
Mrs. Barnouski wanted to mention two young people who made substantial food donations to the food pantry by asking for food items instead of birthday gifts at their birthday parties. The Chichester Food Pantry greatly appreciates Lucas Crowell and Summer Pescinski’s generous donations.
Election 11/08/2016-
Mrs. Pike wanted to make sure that there would be at least two Selectmen present at all times during the Election.
Mr. DeBold made a motion and Mr. Jordan seconded to appoint Jodi Pinard as a Selectmen representative for the duration of the Election.
Non Public Session – 91 –A: 3 II (c)
A motion was made Mr. and seconded by Mr. to enter in non-public session under 91-A:3 II (c) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body itself, unless such person requests an open meeting. This exemption shall extend to any application for assistance or tax abatement or waiver of a fee, fine, or other levy, if based on inability to pay or poverty of the applicant.
A motion was made by Mr. DeBold and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (c). DeBold Aye, Jordan Aye, Jameson Aye. Motion Passes.
