Minutes of Meeting
Tuesday, October 11, 2016

Members Present: Richard DeBold, Tom Jameson, Jodi Pinard Town Administrator

Others Present: Tom Houle, Donna Chagnon, Patty Milligan, Lucille Noel, Ann Davis and other members of the public.

Call to Order Mr. DeBold called the meeting to order at 6:30pm

CIP
Ms. Davis submitted to the Board a copy of the CIP spreadsheet for review. The committee is continuing to finalize the Annual Report and will have that ready prior to the start of the budget meetings. The requests for this year amount to $299,000 without including the road reconstruction projects. With the road reconstructions the total is $599,000. The committee worked hard to keep the requests in the same monetary range for each future year. The committee worked well and will be presenting the plan during the budget meetings.

Library-
Ms. Noel stated that the programs are still very well attended. On October 20, 2016, there will be a presentation in the Grange Hall regarding the History of Agriculture and Barns at 7:00pm.

Other Business-

Old Home Day
Mr. DeBold inquired about the possibility of seeing other town’s charters for their Old Home Day events.

Mrs. Pinard informed the Board that she did hear back from a couple of towns. These towns appoint residents to serve on the Old Home Day Committee but did not have any charters.

Mr. DeBold asked that Mrs. Pinard begin to put something together for the Board to review regarding a charge for the Old Home Day Committee. This would be reviewed at a future meeting with input from the community.

Clifford Road
Mr. DeBold inquired about the status of the proposed discontinuance of Clifford Road.

Mrs. Pinard informed the Board that she was speaking with the attorney regarding the possible creation of backlands as well as the waiver releasing the Town of liability.

Mrs. Noel stated that she was not in favor of discontinuing the road. She was assured by the Board there would be a meeting where they would hear from the public on this request. Also that this would have to be placed on the Town Warrant as this request must be approved by the voters.

Adjournment
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jameson to adjourn the meeting at 7:32 pm. Motion passes
