Minutes of Meeting
Tuesday, September 6, 2016

Members Present: Richard DeBold, Jeff Jordan, Tom Jameson, Jodi Pinard Town Administrator and Kristy Barnouski Administrative Assistant.

Others Present: Chief Quimby, Chief Clarke, John Martell, Ed Millette, Tom Houle, Donna Chagnon, Patty Milligan, Ann Davis, Lucille Noel, Alan Mayville, Russell Abbott and other members of the public.

Call to Order Mr. DeBold called the meeting to order at 6:30pm

Department Heads-

Police Department-
Chief Clarke stated that Officer Arnone recently graduated from the Police Academy and Officer Carrero just started week two.  Officer Arnone needs another 5-6 weeks of field training before he can be on his own.  Officer Carrero will be graduating in December and then the Police Department will be staffed one hundred percent.

Emergency Management-
Mr. Martell had nothing to report.

Fire Department-
Chief Quimby stated that the ambulance is scheduled to be ready for pick up in mid-October.  Mr. Cole is doing an overall inspection of the ambulance the first week of October.

Library-
Ms. Noel stated that Library has been very busy.  The next book sale will be on September 17th.   The Trustees are set to meet on the 12th.

Ms. Noel stated that the addition is coming along very well and the contractor is doing a great job so far.

The Library is looking for a home for the old handicap ramp previously used at the Library.

The Little Library’s, which are full of books for use, located at Carpenter Park and the Town Hall parking lot have received lots of positive feedback.  

Heritage Commission-
Members of the Heritage Commission asked for permission from the Board of Selectmen to paint the banisters located in the front of the Town Hall building.  They asked that the Town buy the supplies and volunteers would do the work. The Board agreed to purchase supplies so the banister could be painted.

The Historical society would also like to put signs up on Main Street, which say Historical Main Street, “Discover and Explore”.

Mr. DeBold stated they would need permission from D.O.T., the Bureau of Traffic to put the signs up since it is a State maintained road.  Then District five would do the placement of the signs if approved.  

Capital Improvement Program-
Ms. Davis would like the Town to be more involved in the CIP and would like the Town to appoint a space needs committee to determine if a new building is needed for meeting areas. The Board stated that they had used a space needs committee previously and they agreed it would be good to utilize one now as well.  

Building Inspector-
Mrs. Pinard read a brief report from Mr. Cole since he was attending class for Building Inspector Certification.  The Building department has been very busy. To date there have been 95 permits issued and $18,990.80 in estimated revenues.

Dog Warrants-
Mrs. Pike forwarded the list to the Police Department for Dog Warrants issued as of August 31st.   Those on the list are dog owners who have not registered their dog or paid the fines.  

Atlantic Traders-
Russ Abbott, owner of Atlantic Traders came in to discuss with the Board the possible auction of the Highway Truck. Mr. Abbott stated that he felt the truck would do better at a live auction at his location which draws in hundreds of buyers.  Atlantic Traders receives ten percent of the profit.  Mr. Abbott said they would pick up the truck and do a recon on it before the auction was held.  

The Board agreed to the live auction at the Atlantic Traders facility.  Mrs. Pinard will meet with Mr. Abbott to work out the contract.

Other Business-
The Primary Election will be held on Tuesday September 13, 2016 from 7am-7pm in the Grange Hall.  

Ms. Davis stated that she would like to use the parking lot next year on July 29th and 30th, 2017 for the Garden Club.  The Board agreed.

Adjournment
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 6:56 pm. Motion passes
