Minutes of Meeting
Tuesday, June 7, 2016

Members Present: Richard DeBold, Jeff Jordan, Town Administrator Jodi Pinard, and Administrative Assistant Kristy Barnouski

Others Present: Matt Cole, Stephen Stock, Lucille Noel, Donna Chagnon, Luke Stevens, Bruce Wilen and other members of the public.

Call to Order Mr. DeBold called the meeting to order at 6:30pm

John Freeman-
A moment of silence was given for the passing of John Freeman, the current Building Inspector for Chichester.  Mr. Freeman had lost his long battle with cancer and other illnesses on Sunday June 5, 2016.  

Mr. DeBold stated that he can always remember Mr. Freeman smiling and being so happy.  

Mr. Freeman was a valued employee and coworker and will be dearly missed.  

Department heads-

Forestry-
Warden Stock had nothing to report.  

Building Inspector-
Deputy Cole has continued to be very busy with permits and inspections.  New houses and big additions are going up adding an estimated $298,000.00 in property evaluations.  

Mr. Cole has met with the Fire Chief and Deputy Chief from Loudon who will be filling in for Deputy Cole while he is on vacation.   The contract for coverage is being signed this week by Loudon and will be back next week for the Chichester Board of Selectmen to sign.

No building permits will be issued until Deputy Cole returns and inspections will be scheduled with at least a 24 hour notice needed.  

Fire Department-
Deputy Cole reported that the day shift has continued to be very busy over the past 4-5 months.

Deputy Cole stated that they are looking to upgrade the supply hose, changing from 4 to 5 inch hose.  He explained that more homes are being built in backlands with longer driveways making it harder to reach with the trucks. The Fire Department asked for 5 lengths of 5 inch hose at $731.00 per length.   The cost would be $3,655.00 to finish up the hose load for Engine 1.  Three quotes were provided.  

Mr Jameson asked what the lifespan of a new hose was?   
Deputy Cole stated that the hoses last 20 to 30 years unless damaged in a fire.
Mr. DeBold made a motion to award 5 lengths of fire hose from IPS for the cost of $3655.00 plus shipping. Mr. Jordan seconds the motion. Motion passes.

Library-
Ms. Noel stated that the summer reading program starts on Monday June 13, 2016.  

Ms. Noel reported that the building permit application for the lift project will be filed this week.

Highway-
Mr. Plunkett could not attend the meeting but sent along an update to Mrs. Pinard.

Mr. Plunkett reported that the shim work has been completed on Hillview Drive, Canterbury Road, and Burnt Hill Road.  Mr. McIntosh’s driveway on Canterbury has also been fixed.

Mr. Plunkett also reported that the graffiti on signs in North Chichester has been removed.  

Emergency Management-
Mr. Martell was not able to attend the meeting but had nothing to report.

Police Department-
Chief Clarke was not able to attend the meeting but had nothing to report other than Officer Arnone was in his sixth week of the academy and doing well.  

Abatements-
A motion was made by Mr. DeBold and seconded by Mr. Jordan to accept the Assessor’s recommendation for Map 10 Lot 151 to abate the amount of $35,400 in assessed value.  Motion passes.

A motion was made by Mr. Jameson and seconded by Mr. Jordan to accept the Assessor’s recommendation for Map 9 Lot 91 to abate the amount of $159,000 in assessed value. Motion passes.

A motion was made by Mr. DeBold and seconded by Mr. Jordan to accept the Assessor’s recommendation for Map 4 Lot 79 to deny the abatement request.  Motion passes.

A motion was made by Mr. DeBold and seconded by Mr. Jameson to accept the Assessor’s recommendation for Map 8 Lot 23 to deny the abatement request.  Motion passes.

A motion was made by Mr. DeBold and seconded by Mr. Jordan to accept the Assessor’s recommendation for Map 4 Lot 25 to deny the abatement request. Motion passes.

Public input-

Davis Rd.-
Bruce Wilen and Luke Stevens came before the Board to express their concern about a gate that had been put up on Davis Rd by Ian Blackman.   

Mr. Wilen showed the Board a photograph of the gate with a sign on it that read “FOOT AND HORSE TRAFFIC WELCOME, ALL ELSE PROHIBITED”.  

Davis Rd. is a Class VI road that is not maintained by the Town of Chichester, but remains a public highway.  

Mr. Wilen and Mr. Stevens felt that Mr. Blackman was trying to restrict four wheeling on the road but it was also restricting Mr. Stevens from his property in the winter months and gives the impression that it’s a private road.  

Mr. Stevens wanted to know if there was anything he needed to do with the Town to make the road passable.  He would like to fix up the road which may need culverts.  He believes it would be a two rod road.  He would like to remove some trees to access his property.  He also stated that he can get through from Epsom with big trucks being there is a sign posted on Blackman Bridge with a 6 ton weight limit.

Mr. Jameson stated that he may need an Alteration of Terrain permit.  

Mrs. Pinard will seek legal counsel for this matter and update the Board next meeting.  

Senior housing-
Ms. Noel wanted to talk about how proactive Boscawen has been about getting new housing and business in their town.  

Ms. Noel would like to see something unique and innovative in Chichester happen, like possibly cluster housing in Shaw fields or something close to Main Street. She is unsure on how to go about getting that done or what tactic to take.  

The Board spoke about the use of Shaw fields and if that would even be possible.

Mr. DeBold recommended that the Economic Development Committee could possibly help with this matter.  


Adjournment
Being no further discussion, a motion was made by Mr. Jordan and seconded by Mr. Jameson to adjourn the meeting at 8:29pm. Motion passes
