Minutes of Meeting
Tuesday, November 17, 2015

Members Present: D. Michael Paveglio, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Donna Chagnon, Alan Mayville, Tom Houle, Lucille Noel, Ann Davis and others members of public

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm

Appointments:

CIP
Matt Cole stated that they asked to come speak with the Board regarding the town owned parking lots but we have not gotten any submittals from anyone on that. We wanted to make sure if the Board wanted move forward with this we would be given that information.

Mrs. Pinard stated that she would follow up on this.

Mr. Cole stated that the Impact Fees have gone away and the CIP committee was wondering if the building fees are going to be increased. The CIP committee wanted to make sure it was still on the radar.

Mr. Paveglio stated that these increase must be approved through the Planning Board and we are still working on those.

Mr. Cole stated that CIP will start editing the CIP sheet tomorrow night.

Ann Davis stated that also we would like to be kept appraised of any infrastructure improvements such as buildings.

Mike Paveglio stated that I would like to talk with the school about parking because I saw nothing in the CIP regarding the issue.

General Business/Board Discussion:

Award Town Report Bid
Mrs. Pinard review the Town Reports bids. The Town only received 2 bids and they were from the following companies.

Wharf Industries                $3,630.00
Speedy Printing         $3,394.50

Mrs. Pinard recommended moving forward with Speedy Printing & Copying.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to award the printing bid for the 2015 Town Report to Speedy Printing & Copying in the amount of $3,394.50. Motion Passes.

Award 2016 Town Landscaping Bid
Mrs. Pinard reviewed the landscaping bids that have been received by the Town. The Town received 2 bids and they are from the following companies.

Hodgkins Painting & Maintenance         $5,780.00
Residential Remedies                            $6,500.00

Mrs. Pinard informed the Board that Mr. DeBold had stated he would like to keep it local if possible.

Mr. Paveglio asked Ms. Noel and Chief Quimby if they have any issues with the current landscaper. They both stated they had not.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to award the 2016 Landscaping bid to Residential Remedies in the amount of $6,500. Motion Passes

Food Pantry Donation
A motion was made by Mr. Paveglio and seconded by Mr. Jordan pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $62.00 received from Chichester Massage and Body Works to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes

Public Input
Bernie Reinhardt stated that I understand that the Police Department is opposed to putting a drop box for prescriptions but I think that we should make the public aware that there is a place in Pittsfield. We would also like to continue to beautify the area along with the planter. I would like to get approval from the Board to clean up the trees across the parking lot near the property line.

Consensus was to approve the cleanup contingent upon finding the property line.

Ann Davis stated the Agricultural Commission is producing a brochure and it will be available to the public. It also lists the farms and farm stands.

Non – Public 91-A:3 II (c) Matters which, if discussed in public, would likely affect adversely the reputation of any person, other than a member of the public body, itself, unless such person requests an open meeting. This exemption shall extend to any application or tax abatement or waiver of a fee, fine, or other levy, if if based on inability to pay or poverty of the applicant

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to enter into non-public session under RSA 91-A:3 II (c). Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to exit non-public session Paveglio Aye, Jordan Aye. Motion Passes

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to seal the non-public meeting minutes indefinitely. Paveglio Aye, Jordan Aye Motion Passes

Adjournment
Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. Jordan to adjourn the meeting at 7:09pm.  Motion passes
