Minutes of Meeting
Tuesday, June 9, 2015

Members Present:  Richard DeBold, Michael Paveglio, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: John Freeman, Road Agent Jim Plunkett, Donna Chagnon, Lucille Noel, Ann Davis, and other members of the public

Call to Order:  Mr. DeBold called the meeting to order at 6:30pm

Appointments:

Department Heads:

Police – Nothing to report

Emergency Management – Nothing to Report

Building – John Freeman stated that it has been a weird year. The former Hess Station renovation is moving forward. It will know be known as Speedway. There will be less signage on the building than there is now. We have been issuing electrical and mechanical permits.

Fire – Chief Quimby emailed a report - Engine 1 had an accident with a parked vehicle in the fire station driveway last night, all notifications and paperwork have been completed, thanks to Jodi for her assistance with this. Department continues to be busy with calls. Members participated in the town wide yard sale this past Saturday. Working on CIP submittals for 2016. As a reminder fire permits for outside burning can now be obtained online for $3 fee, link is on the town web site.  

Library – Lucille Noel stated that we replaced the gutter on the east side of the building. The theme for our summer reading program for kids is Heroes. The surveys have been reviewed and the three main topics are parking, more books, and better access to the building. The well appointment was canceled and we are waiting for them to reschedule. We have filled the 25 hour part time library aide.

Highway – Jim Plunkett stated that I did receive the email from the resident on Bear Hill Road and I have the plan. But I do not have any further details. I will reach out to resident and meet with him to get the specific details on everything that is going to happen.

Mr. DeBold stated that to be clear the plan is for Jim to work out all of the details with the homeowner and then come back to the Board with the plan.

Mr. Plunkett stated that the culvert for Hilliard Road is here and I am just waiting on the expedited wetlands permit from DES.

Mrs. Pinard stated that we are looking for a directive from the Board on how you would like to proceed regarding the hiring process.
Consensus was for everyone to review the applications and come back with three names. The Board will then schedule interviews.

Mr. Paveglio asked if Mr. Plunkett put the “No Thru Trucking” signs on King Road last week.

Mr. Plunkett stated that yes I did. I was asking Loudon if we could put them on their portion of the road and I never heard back. The signs are on our road. I did this to see what would happen a trial run you may call it.

Mr. DeBold stated that I was taken aback by the signs being up since the Board had not made a final decision.

Mr. Plunkett stated that no the Board had not made a decision. I was doing this to see if it would work.

Mr. Mayville stated that there has been an increase in truck traffic on Canterbury Road since the signs went up.

Mr. Paveglio stated that we as a Board had not made a decision. If we were going to post King Road then we should post Canterbury Road as well.

Mr. DeBold stated that I think we feel 2 weeks is enough of a trial run and now is the time to remove those signs.

Mr. Paveglio stated that I will take this on and review the RSAs regarding roadway signage. If the Road Agent can assist me it would be appreciated.

Mr. Mayville stated that I am concerned that your traffic counts are going to be skewed by the trucks now using Canterbury Road.

Mrs. Egan stated that I would like to see both roads posted.

Mr. Paveglio stated that I agree if the Board decides to post one then we should really post both roads.

NH Preservation Alliance Presentation – Beverly Thomas
Beverly Thomas stated that the application you will be discussing tonight is very special especially because of still having all of the original features.

Mrs. Thomas reviewed the power point that had been presented previously on Barn Preservation Easements and the required items that need to be reviewed prior to granting an easement.


Public Hearing pursuant to RSA 79 D:5 –Discretionary Preservation Easement – Map 5 Lot 103

Mr. DeBold opened the public hearing at 7:22pm

The Board would like to echo the comments of Beverly Thomas on this application. It is a wonderful application.

Mr. DeBold stated that in April of this year the Board felt it prudent that we adopt a policy for the processing and approving Preservation Easements.

Mrs. Frangione stated that she is very thankful to everyone who acted on the application.

Lucille Noel stated that one reason that we did this was the agricultural buildings in town are not being preserved and we feel this is an important part of our heritage. We felt that we needed to recognize those that preserve their barns.

Mr. Rienhardt stated that he has many visitors from Germany and they always want to stop and take pictures of this barn. This is what I had always expected New England to look like.

Mrs. Frangione stated that it costs me over $4,000 a year to up keep that barn. This year I have to have the east side repainted. Each year it costs me more than I will ever get in a tax rebate.

Mr. McIntosh asked how old the barn was and did it meet all of the qualifications?

Mrs. Frangione stated they do not know the exact age of the barn but that some of features they believed dated back to the 1800’s.

Mr. McIntosh stated that he believes the barn is very nice but that he is not in favor of the program.

Carolee Davison stated that I have seen over the last 25 years more people than I can remember drive by and turn around to see and take pictures of it. That barn is just beautiful.

Ann Davis stated there were three things that barns needed to qualify and this barn has them. It has high visibility, high historical value, and the Historical society voted unanimously to support this. NH is an agricultural state and these barns are part of our heritage. I feel we need to preserve these barns.

Mr. DeBold closed the public hearing at 7:51pm.


General Business/Board Discussion:

King Road- No Thru Trucking Signs
Consensus of the Board was to remove the signs as the monitoring period has been long enough.

Spreader Hanger
The consensus of the Board was to move forward with the design of a 3 bay Spreader Hanger.

Abatements
A motion was made by Mr. DeBold and seconded by Mr. Paveglio to accept the Assessor’s recommendation on the following abatements:

Map 8 Lot 50 abate the amount of $137,400 in assessed value
Map 2 Lot 42-2 abate the amount of $7,800 in assessed value
Motion Passes

Adjournment
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Paveglio to adjourn the meeting at 8:01pm.  Motion passes.
