Minutes of Meeting
Tuesday, May 5, 2015

Members Present:  Chairman Richard DeBold, Michael Paveglio, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Donna Chagnon, Lucille Noel

Call to Order:  Mr. DeBold called the meeting to order at 6:30pm

Appointments:
None

General Business/Board Discussion:

Sander Rack
Mrs. Pinard handed out the pack of information that she had put together for the Board to review. The pictures are from the DOT sander rack on Deer Meadow Road. The State sent me the materials listing and a draft of the engineering plans for a sander rack. I have reached out to Stantec Engineering asking about the 3 bay design. I am waiting to hear back but I would like work with Stantec if possible since they have already designed this for state. This would meet the needs of the Town and move this project forward.

Mr. DeBold asked if the state had built the shed themselves or if they had put them out to bid?

Mrs. Pinard stated that she was not sure but it was something that she could find out.

Mr. Paveglio stated that this needs to be done and lets continue to move forward.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to appoint the following residents to the respective Town Boards:

Motion Passes

Mrs. Pinard stated the Boards left to appoint next week are the Planning Board, Zoning Board, and the RAC.

Highway Department Job Posting
Mrs. Pinard presented the draft job posting to the Board and explained this is a draft. The Board will need to decide on a starting wage to put into the posting. The posting will be placed in the Suncook Sun, on the website, and on the NH Municipal website.

Mr. Paveglio stated that a salary range would be a way to proceed. This is how we had done it before and you can base the pay on experience.

Mr. DeBold stated that I agree with that point.

Consensus of the Board was to add a salary range to the posting and place the ad in the Concord Monitor as well.

Office Closure – Thursday May 7, 2013
Mrs. Pinard informed the Board the Selectmen’s Office will be closed on Thursday. The office staff will be attending the New Hampshire Government Finance Officers Association Conference on Thursday and Friday. This conference is where the Town receives all of the updated financial reporting information that is required by both the state and federal governments.

CYA/Parks and Recreation
Mr. DeBold stated that as you know they are in the beginning stages for the new Snack Shack. I received an email from Joe Montambeault stating DES will be requiring a tank and an alarm system for the grey water at the Park. They wanted to repurpose the 1200 gallon tank at the Highway Department. But I spoke with Jim and he does not think that it is strong enough to be buried.

Mr. Freeman stated that he had reviewed the plan. He did inform them that they will have to come before the Board to request the waiver of the permit fee. He also let them know that a septic system may be less expensive than a holding tank. A holding tank has to be pumped out consistently where as a septic system only need to be pumped out when necessary. A septic system may be the less expensive in the long run.

Non-Public Session 91-A:3 II (c)Matters which, if discussed in public, would likely adversely the reputation of any person, other than a member of the public body itself

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to enter into non-public session at 7:05pm under RSA 91-A:3 II (c). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. Paveglio and seconded by Mr. DeBold to recess this non-public session at 7:17pm DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes


Non-Public Session 91-A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until the claim or litigation has been fully adjudicated or otherwise settled.

A motion was made by Mr. DeBold and seconded by Mr. Jordan to enter into non-public session at 7:17pm under RSA 91-A:3 II (e). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to exit non-public session at 7:20pm DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to seal the minutes indefinitely. DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes


A motion was made by Mr. DeBold and seconded by Mr. Paveglio to re-enter into the recessed non-public session at 7:25pm under RSA 91-A:3 II (c). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to exit  non-public session at 7:50pm under RSA 91-A:3 II (c). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes.

Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 7:51 pm.  Motion passes.
