Minutes of Meeting
Tuesday, April 14, 2015

Members Present:  Michael Paveglio, Jeff Jordan, Town Administrator Jodi Pinard

Others Present: Chief Pat Clarke, John Martell, John Freeman, Road Agent Jim Plunkett, Donna Chagnon, Lucille Noel

Call to Order:  Mr. Paveglio called the meeting to order at 6:30pm

Appointments:

Department Heads:

Police – Chief Pat Clarke stated that Officer Clark graduated on Friday. He is back in Chichester and we are finalizing the schedule.

Mr. Jordan stated that it is great to see the police department on the side roads watching for speeders.

Emergency Management – John Martell stated nothing to report.

Building – John Freeman stated that we have had a little more activity. 6 total permits 2 of which are commercial.

Fire – Mrs. Pinard read the report submitted by the fire department:

As reported at the last dept. meeting all vehicles are inspected with the exception of Car-1 which has some brake and wheel bearing issues which are being repaired at the garage. All vehicles have new registrations which expire in 2020. As I type this the NH Bureau of EMS has arrived at the station to do a spot inspection of the ambulances. (this is to make certain they meet state requirements) Working on quotes to repair the radiator in Rescue 2, as a reminder the rear tires need to be replaced as well. Spoke with Jim about crack sealing the driveway as the cracks have all opened up again. Fire permits for outside burning are now required, permits can now be obtained online for $3 fee. The skid unit is back on Forestry 2 and both Forestry 1 & 2 are ready for brush season.   

Library – Lucille Noel stated the biggest thing right now is the Book sale coming up on the 17th. The meeting room is very busy. Also we have a photography workshop coming up with Brad Towle. On April 30th we are doing a workshop on bees for kids. We are also working on the 10 year plan and getting input from the residents.

Highway – Jim Plunkett stated that we are putting gravel down and filling the potholes. We are hoping to start grading next week. I have also contacted one person regarding the door for the salt shed. But the shed needs some work. The 2004 dump truck went in for inspection and the truck needs brakes. I think a full time person is the way to go. I would need to hire 2 part timers if I did not hire a full timer and it works out to be roughly the same amount of money.

Food Pantry Donation
A motion was made by Mr. Paveglio and seconded by Mr. Jordan pursuant to RSA 31:95-n, the Board of Selectmen shall accept and authorize the expenditure of unanticipated funds in the amount of $100.00 received from Catherine H. EdmondBailey to support the Food Pantry. It shall be the responsibility of the Town of Chichester to maintain accurate record of all funds, detailing their expenditures, and that such records shall be made available upon request. Motion Passes

Public Input:
None

Non-Public Session 91-A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until the claim or litigation has been fully adjudicated or otherwise settled.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to enter into non-public session under RSA 91-A:3 II (e). Paveglio Aye, Jordan Aye. Motion Passes.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan. to exit non-public session Paveglio Aye, Jordan Aye. Motion Passes

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to seal the minutes indefinitely. Paveglio Aye, Jordan Aye. Motion Passes

Adjournment
Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. Jordan  to adjourn the meeting at 6:55pm.  Motion passes.
