Minutes of Meeting
Tuesday, October 21, 2014

Member Present: Michael Paveglio, Jeffrey Jordan, Town Administrator Jodi Pinard

Others Present: Douglas Fisher, Ann Davis, Philip Hitchcock, Lucille Noel, Donna Chagnon

Call to Order: Mr. Paveglio called the meeting to order at 6:30pm.

Appointments:

Douglas Fisher – interested in serving on the Budget Committee
Douglas Fisher introduced himself to the Board. I have been asking questions about the Budget Committee and feel I am informed about the meeting schedule.
Mr. Paveglio asked what would you like to improve regarding the budget.

Mr. Fisher stated that I want to know how the budget is developed. I do not know of any improvements that need to be made. This is a new process for me and I look forward to learning more about it. I want to do something where I can be effective. I would like to be more involved.

Mr. Jordan asked if he has served on any committees before.

Mr. Fisher stated he had not served on any town committees before.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to appoint Douglas Fisher to the Budget Committee with a term expiring on April 1, 2017. Motion Passes.

General Business/Board Discussion:

Tax Rate Setting
Mrs. Pinard reviewed that tax rate setting and the spreadsheets with the options of how much money could be used to offset the property tax rate for 2014. It is up to the Board to decide what amount if any will be used to offset the tax rate. DRA recommends retaining 5%. Last year the board voted to retain 3%.

Mr. Paveglio stated that he would like to see the tax rate level out instead of seeing the large increases and dips. I would like to retain 3%. I would like to use $75,000 now to offset the tax rate and then have the remaining amount be available at Town Meeting if the Board chooses to use it. But I do not want to see the retention dollar amount go below the 3% mark.

Consensus of the Board was to discuss the tax rate at next meeting.

Lucille Noel asked since the total assessed value for the town has been reduced due to the revaluation what does that mean. Will our assessments increase in order to cover the amount lost?

Mr. Paveglio stated no what will happen is the tax rate will be adjusted. All of these items have all been figured in and that is how we set our tax rate. The new tax rate will accommodate for the loss in assessed value.

Outstanding Items:

Request to Waive interest accrued on a Land Use Change Tax

Mr. Paveglio reviewed the request to waive interest accrued on a Land Use Change Tax.

Consensus of the Board was not to grant the waiver of the interest on the Land Use Change Tax.

Public Input
Lucille Noel stated the Charrette two day event went very well. The Plan NH Group said it was one of the most welcoming communities that they have been to. I wanted to Thank all those who donated money, food and time to this event. We should hear back from the committee in about 8 weeks. I am hoping that this project will move forward and not sit on the shelf.

Adjournment

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to adjourn the meeting at 7:15pm. Motion Passes
