Member Present: Richard DeBold, Michael Paveglio, Jeffrey Jordan, Town Administrator Jodi Pinard

Call to Order: Mr. DeBold called the meeting to order at 6:30pm
Appointments:
Public Hearing - TDS Franchise Agreement - Pursuant to RSA 53-C:3-a Franchise Applicant Considerations. – No municipality shall grant a franchise for cable service to a cable system within its jurisdiction without first, at a duly noticed public hearing
Mr. DeBold opened the public hearing at 6:31pm
Mr. Paveglio stated that we have an existing cable franchise agreement with Comcast and the Town has to be fair and equitable to the existing Comcast agreement.” I am very happy with what is here in front of us”. It was pointed out that the town attorney has also reviewed this agreement and is in support of it.
Mr. Peterson stated that he agrees that the agreement is in the best interest to the Town of Chichester.
Mrs. Chagnon asked how will residents know who is better to go with.
Mr. DeBold stated that will be for the resident to decide after they are given the opportunity to review the offerings of the TDS cable options and compare them to Comcast cable offerings.
Mr. Peterson stated that he believes that this will give the residents the ability to have a more robust system.
Mr. Hitchcock asked if TDS are fully operational.
Mr. Brooks stated that the town is 90% complete. October 2 is the target date for roll out.
Mrs. Chagnon asked about existing buried cable lines that go to private homes.
Mr. Brooks stated that TDS would just be running new cable wire through the existing homeowners buried conduit.
Hearing no further public comments or questions, Mr. DeBold closed the public hearing at 6:41pm.
A motion was made by Mr. Paveglio and seconded by Mr. DeBold to enter into the Cable Television Franchise Agreement with Kearsarge Telephone Company dated August 26, 2014. Motion Passes
Public Input:
Allen Mayville asked when the damage to their property left by the roadway contractor on the corner of Horse Corner and Lane Road will repaired.
Mr. DeBold stated that we will follow up with the Road Agent on the schedule for Horse Corner.
Mr. DeBold announced that the Parks &Rec. Commission have heard back from the National Park Service that the Town has been awarded the $35,000 in LWCF grant funds for phase II of the Carpenter Park Project.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to enter into Non-public session under RSA 91-A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until the claim or litigation has been fully adjudicated or otherwise settled. A motion was made by Mr. Paveglio and seconded by Mr. DeBold to exit at 6:56pm non-public session under RSA 91-A:3 II (e). DeBold Aye, Paveglio Aye, Jordan Aye. Motion Passes
