Minutes of Meeting
Tuesday, August 12, 2014

Member Present: Richard DeBold, Jeffrey Jordan, Town Administrator Jodi Pinard

Call to Order: Mr. DeBold called the meeting to order at 6:30pm

General Business/Board Discussion:

Department Heads

Police – New officer has stated working and he will be brought before the selectmen at the next meeting.

Emergency Management – Nothing to report

Fire – Report was submitted by Chief Quimby. Both Ambulances have had their quarterly oil & filter changes. New forestry truck is in the process of having the radio & lights installed. Still waiting on the approval by the board of the 2 replacement computers at the safety building, per the request letter to the board dated July 14, 2014. I apologize for not being present this evening, I am in Canterbury at a fire warden’s meeting.                               

Building – John Freemen there has been 5 permits since the last meeting. It has been slow.

Highway – The road agent is on vacation but left a report. Monday Aug 11 - Cut trees and brush at Depot street bridge Webster Mills (if needed) and Blackmen Road (if needed) Check Box culvert on Webster Mills Rd and Center Road (2) Tuesday Aug 12 - Rent air compressor from Taylor rental or Epsom tool rental and blow off bridge decks, head walls of Box culverts, Expansion joints on Depot street and Webster Mills Bridge and Blackmen Bridge brick walls and turrets, Kelly’s corner bridge. Wednesday Aug 13 - Seal with sealer  Depot street bridge, Webster Mills Bridge and Box culvert, Box culverts on Center Road and if you have enough product the walls of Blackmen Bridge and Kelly’s Corner Bridge(where salt might collect) Thursday Aug 14 - Start clean-up of Blackmen Road ditch lines if finished work on Short Falls Road ditch lines.

Library – Lucille Noel stated 80 people participate in a science workshop held upstairs. We are half way through the budget and on target. LeBlanc Heating is there installing the new duct work for the heating system. We are also getting a quote for a new front door. The Shirley Waters Estate house on Route 4 has been sold. We did get an estimate for painting the front and back railings. We have an erosion problem where the down spout is and it looks as if the gutter and down spout cannot handle the water coming off the roof. We are doing an inventory on all of the computers that we have. We took in roughly $7,720 from the beginning of the year to July 31, and have used that money to address some of the needs of the Library.

Old Home Day – Philip Hitchcock stated fireworks are on Friday night this year. Layout will be the same as it was last year. No tractor pull or bag pipes this year. Bean hole beans will be filmed this year by a film student as well as the parade. These events will be put on the website and on YouTube. Vendors will be at the field from 9-1:30, parade at 10:30, food will be served from 11:30-1:00pm. The Old Home Day festivities will end at 1:30pm.

John Martell asked why no pig roast this year?

Mr. Hitchcock stated the committee decided that they wanted to move away from it. This was the year to move in that direction.

John Martell stated that I believe people will be disappointed.

Ann Davis stated that the meetings are open to the public but no one shows up.

Agriculture Commission – Ann Davis stated the commission will have a tent at Old Home Day and are hopeful that local residents will come and sell their products.

Heritage Commission – Lucille Noel stated that the commission is moving forward with the Charrette and they will be handing out flyers at Old Home Day as well as putting it in the Sun. We also are looking for more donations as well.

Public Hearing - Acceptance of Pre-Disaster Mitigation Grant under RSA 31:95-b III (a)
Mr. DeBold opened the public hearing at 6:52pm and reviewed the Pre-Disaster Mitigation Grant which is to assist in updating the Hazard Mitigation Plan that must be updated every 5 years.

A motion was made by Mr. DeBold and seconded by Mr. Jordan to enter into a grant agreement with State of New Hampshire for the FFY 2013 Pre-Disaster Mitigation Grant with a 75% federal funds not to exceed $6,000 and 25% town share. Motion Passes

Outstanding Items:

Bus Turnaround - 48 Martel Road
Kevin Kennedy stated I met with Marston Bus Company as well as Cooper Paving. I did some overview maps. Originally they figured we would need to cut those trees but after taking a closer look the trees have grown up through the stone wall. So we are no longer pursuing that option. I will be cutting one tree down on my property and that would give the bus plenty of room to back up and then turn around. The area would just need to be crushed gravel it does not need to be paved. The only question I have is that I need to ask Mr. Plunkett if we would need to install a culvert. I am just not sure what approvals if any I need at this point.

Mrs. Pinard stated that a driveway permit would be the only permit that would need to be issued.

Safety Manual
Mrs. Pinard reviewed Safety Manual.
A motion was made Mr. DeBold and seconded by Mr. Jordan to approve the Town of Chichester Safety Program as proposed and written this date. Motion Passes

CIP
Mr. DeBold asked about the process as to where we were.

Mrs. Pinard updated as to where we are in the process and informed the board that Mr. Cole and I had been working together to get this process moving forward.
A motion was made by Mr. DeBold and seconded by Mr. Jordan to nominate Ann Davis as a member of the CIP Committee.

Non-Public Session
A motion was made by Mr. DeBold and seconded by Mr. Jordan to enter into Non-public session under RSA 91-A:3 II (e) Consideration or negotiation of pending claims or litigation which has been threatened in writing or filed against the public body or any subdivision thereof, or against any member thereof because of his or her membership in such public body, until the claim or litigation has been fully adjudicated or otherwise settled. DeBold Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jordan to exit at 7:33pm non-public session under RSA 91-A:3 II (e). DeBold Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jordan to enter into Non-public session under RSA 91-A:3 II (a) The dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or the investigation against him or her at. A motion was made by Mr. DeBold and seconded by Mr. Jordan to exit at 7:50pm non-public session under RSA 91-A:3 II (a). DeBold Aye, Jordan Aye. Motion Passes
