Minutes of Meeting
Tuesday, April 22, 2014

Member Present: Jeffrey Jordan, Richard DeBold, Town Administrator Jodi Pinard

Others Present: John Freeman, Alan Quimby, Patrick Clarke, John Martell, Lucille Noel, Donna Chagnon, Philip Hitchcock, Ann Davis, Tom Houle, Doug Hall

Call to Order: Mr. DeBold called the meeting to order at 6:30pm

Appointments:

Department Heads

Police – Chief Clarke informed the board that one of the grants that the state rejected we have now received it is roughly $6,900 for DUI patrols.

Emergency Management – Nothing to report

Fire – Chief Quimby informed the board they had a 3 alarm brush fire in Epsom and Chichester was the first town on the scene. They had forestry training last night. The chief will be out of the country for two weeks starting next Tuesday.

Building – John Freeman informed the board that 7 permits have been issued and one more new house on Durgin Road has been issued a permit. We took in $1,240.05 in permit fees and added $280,000 to the tax base. Concrete plant is moving forward as well.

Library – Lucille Noel informed the board that they have been interviewing for the Library aid job and they had 39 applicants. World Book night is 4/23. The first booksale of the season is Saturday. Writing workshop 4/28 at 8pm. On May 2,John Perrault will present “The Ballad lives” in honor or of Poetry month. Finally landscaping has begun.

Agricultural Commission –Ann Davis informed the board that John and Catherine Snow would like to be appointed to the commission. They are also trying to partner with the grange, historical society, and possibly the heritage commission to start info shops next year. Hoping to have 6 shops next year. We also have a flyer for the agricultural commission as well. Newsletter will be going out quarterly.

Forestry Fire – Stephen Stock informed the board of the fire in Epsom and submitted bill to get reimbursement. No permits are being issued due to fire danger.

Howard Pearl - District 17 Republican Candidate for Senate
Mr. Pearl gave his presentation regaining his campaign.

General Business/Board Discussion

Old Home Day - Mrs. Pinard went over the insurance requirements as the property is covered but vendors would need to carry their own insurance.

Outstanding Item:
Bobcat – Sign issue again. Mrs. Pinard will go to Bobcat to talk to them about their sign.
Austin Property – Mrs. Pinard reviewed the updates to the case.

Mr. Houle stated that he wanted to the board to know that Mr. Austin represented it differently between the board of selectmen and the planning board. He felt the board should be aware of this.

The board would like Mr. Austin invited to the next board of selectmen meeting.

Public Input:
Philip Hitchcock – Asked about taping meeting meetings and why Chichester does not do this. He stated that he had noticed in some minutes not everything was stated in them.

Mr. DeBold informed Mr. Hitchcock that only motions and decisions are required in meeting minutes and that if minutes were verbatim that they would be extremely long.

Mr. Hitchcock asked about town meeting minutes as well.

Mr. Hall informed Mr. Hitchcock that those are done by the Town Clerk and it is up to their discretion as to how much detail is in the minutes but that the town is falling the requirements by laws as all motions and decisions are in those minutes.

Lucille Noel – Reminded the board about the April 28, Plan in NH Charrette Meeting at the Historical Society.

Mr. DeBold wanted to follow up on something Mr. Paveglio brought up last week the 4/13 meeting regarding seeing the sander on the sander rack hanging with salt on it. Mr. DeBold went and found four sanders hanging and clean. All sanders were clean and looked under them and found no salt on the ground. I saw some gravel but no salt.

Mr. Jordan also stated that he went to the highway garage and found not salt on the sanders or on the ground underneath them as well.

Non-Public Session – 91-A:3 II (a) –The dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him or her

A motion was made by Mr. DeBold and seconded by Mr. Jordan to enter into nonpublic session. DeBold Aye, Jordan Aye, Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jordan to exit Non-public under RSA 91-A:3 II (a) DeBold Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jordan to seal the minutes indefinitely of the Non-public session under RSA 91-A:3 II (a) DeBold Aye, Jordan Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 8:30pm. Motion Passes
