Minutes of Meeting
Tuesday, July 23, 2013

Members Present:  Chairman Jeffrey Jordan, Richard DeBold, Mike Paveglio, and Administrative Assistant Jamie A Pike.

Others Present:  Chief Patrick Clarke and Marlene Hammond.

Chairman Jordan called the meeting to order at 4:52 pm.

A motion was made by Mr. Paveglio and seconded by Mr. Jordan to enter a non-public session pursuant to RSA 91A:3, II(b) to interview candidates for the Town Administrator Position.  Jordan, Aye; DeBold, Aye; Paveglio, Aye.  Motion passes.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to exit the non-public session. Jordan, Aye; DeBold, Aye; Paveglio, Aye.  Motion passes.

Chairman Jordan recessed the meeting until 7:15pm.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to enter a non-public session pursuant to RSA 91A:3,II(a) to discuss a personnel matter.  Jordan, Aye; DeBold, Aye; Paveglio, Aye.  Motion passes.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to exit the non public session. Jordan, Aye; DeBold, Aye; Paveglio, Aye.  Motion passes.

Department Head Meeting

Fire Dept – Deputy Cole reported that the dry hydrant behind the Methodist Church has been installed, no parking signs need to be erected.

Chief Quimby reported that Engine 3 is out of service indefinitely due to a 6ft crack in the frame.  E1 will be out to inspect and make an initial report.  There is a lifetime warranty on the frame. The Town of Loudon has a spare truck that can be borrowed on request by the Board of Selectmen for two weeks.  Beyond that a rental charge of $500 per month will be required.

Deputy Cole presented a Raffle Permit from the FF Assoc. for approval.  The raffle is to set off the fireworks at Old Home Day.

Chief Quimby reported that they are currently receiving quotes to install a garage door at the rear of the building and construct a driveway around the building for better vehicle access to those parked in the rear of the building.

Police Dept – Chief Clarke has received a quote from Pat Heffernan to run electricity to the garage in the amount of $955 and requests the funds to be withdrawn from the Fire Dept Impact Fees.  A motion was made by Mr. Paveglio and seconded by Richard DeBold to withdraw up to $955 from the Fire Dept Impact Fee Account for the purpose of running electricity to the PD Garage.  Motion passes.

Hwy Dept – Mr. Plunkett presented a materials list for the Pleasant Street project.  Contech Consultants has been has been hired to perform the sieve testing and compaction testing.  One quote has been received for paving and two more shall be sought. Final quotes are to the Board on July 30th.  

Mr. Plunkett reported that the guardrail has been installed on Perry Brook Road.  This will close out the FEMA grant.

The salt shed has been sealed.

The Deerfield Road Agent reached out for Chichester to join the Municipal Mutual Aide program for $25 per year.  This allows towns to rent other towns’ equipment at a set rate for emergencies or times of failed equipment if available.  The Board agreed that the Town should belong.

Library – Ms. Noel reported that the bathroom plumbing had been completed.

Health Officer – Chief Clark reported that 2 of the 3 water samples had been taking.  Having trouble reaching James Place.

Ag Commission – Ms Davis reported that more members are needed and will be advertising in the Sun for nominees.

Being no further discussion, a motion was made by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 8:15pm.  Motion carries.
