Minutes of Meeting
July 2, 2013

Members Present:  Chairman Jeffrey Jordan, Richard DeBold, D Michael Paveglio, and Administrative Assistant Jamie Pike

Others Present:  Donna Chagnon, Betty Thompson, Chief Alan Quimby, Deputy Chief Ed Millette, Ann Davis, Philip Hitchcock, Lucille Noel

Chairman Jordan called the meeting to order at 7:00pm.

Chief Quimby – Incident at 90 Suncook Valley Road

Chief Quimby informed the Board of an incident that occurred at 90 Suncook Valley Road on June 25th.  The incident involved an illegal outside fire and was responded to by the Fire and Police Departments.  While at the scene, Deputy Millette noticed what appeared to be a chicken coup was being inhabited by a person.  The item that drew his attention was an improper wood stove hook-up where the outside pipe was protruding through non-compliant building materials and were severely charred.  During the incident, a woman exited the rear of the building.  Deputy Millette showed the Board 37 photos that were taken of the inside of the building.  These pictures showed many safety code violations.  The homeowner, James Place, had arrived during the incident and escorted Deputy Millette and Warden Stock through the building during the taking of the pictures. The Board determined that the issue of the habitation of the building belonged in the hands of the Health Officer.  Chief Clarke will be contacted immediately to use the full authority of the Health Officer to resolve the unsafe living conditions.

Other Business:

ROWPU Water System Bids:  The Board received further information from Epping Well regarding the specific equipment that was used in their bid submittal.  At this point, there was no information received from Nikki regarding her review of the submittals.  There is a scheduling conflict for the meeting on July 11th and will be rescheduled to Thursday, July 18th.

90 Suncook Valley Road:  Chief Clarke reported to the meeting following a discussion with Chief Quimby at the Safety Building.  The Board directed Chief Clarke to use the full authority of the Health Officer to condemn/cease and desist the occupancy of the shed/chicken coup.

Carpenter Park Well:   Mr. DeBold reported that Tasker Well had completed additional testing on the well and determined that the most likely cause was a lightning strike.  There were 3 bids received for the replacement of the pump.  Tasker $5,300; Contoocook $5,600 and Epping $4,600.  At this point the insurance company has not determined if this is a covered incident.



Non-Public Session, RSA 91-A,II(a) Personnel Matter
A motion was made by Mr. Jordan and seconded by Mr. Paveglio to enter a non-public session pursuant to RSA 91-A,II(a) to discuss a personnel matter.  Roll call vote: Jordan, Aye; DeBold, Aye; Paveglio, Aye.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to conclude the non-public session. Roll call vote: Jordan, Aye; DeBold, Aye; Paveglio, Aye.

Non-Public Session, RSA 91-A,II(b) Hiring of Personnel
A motion was made by Mr.Paveglio and seconded by Mr. DeBold to enter a non-public session pursuant to RSA 91-A,II(b) to discuss the hiring of personnel.  Roll call vote: Jordan, Aye; DeBold, Aye; Paveglio, Aye.

A motion was made by Mr. DeBold and seconded by Mr. Paveglio to conclude the non-public session. Roll call vote: Jordan, Aye; DeBold, Aye; Paveglio, Aye.



Being no further business, a motion was made by Mr. DeBold and seconded by Mr. Paveglio to adjourn the meeting at 8:20pm.  Motion Passes.
