Chichester Board of Selectmen
Minutes of Meeting
June 18, 2013   

Members present:  Richard DeBold, Mike Paveglio
Others present for all or part of the meeting:  Nancy Tanner (Town Administrator), Berndt Reinhardt, Lucille Noel, Ann Davis, Philip Hitchcock, Allen Mayville, Thomas Houle, Stephen Marcellino, Donna Chagnon, Doug Hall, David Hynes

Selectmen DeBold opened the meeting at 7:00.  

Mr. DeBold made a motion seconded by Mr. Paveglio pursuant to RSA 91-A:3 II(j) to go into a nonpublic session for the purpose of discussing financial information.  Motion passed.  
Pursuant to RSA 91-A:3 a motion was made by Mr. Paveglio and seconded by Mr. DeBold to exit the nonpublic session at 7:15.  Motion passed.

Appointments

David Hynes

The Board asked Mr. Hynes to come in as a follow-up to last week’s meeting with Mr. Giuda.  Mr. Hynes said the two had a spirited conversation about his assessment.  He changed the condition factor because the outside of the building is in excellent condition and they were not able to access the inside.  The interior had not been inspected in more than 10 years.  David explained that an assessor is tasked with making a best opinion with the information that is available.  He said there were 4 or 5 properties that were changed significantly and all of them came in to a hearing.  The Board was satisfied with his explanation.

Road Project Bids:  The bids were opened at 1pm and are as follows:

The bids will be reviewed by the Road Advisory Committee and will be award on Tuesday June 25th.

Perry Brook Road:  Nancy reported that Jim still has only two quotations for the guardrails on Perry Brook Road.  CWS fence and guardrail $5775 plus $100 per post
BII fence and guardrail $7,962.50

The Board would like for Jim to calculate the total cost for CWS and report back.

Highway Dept Interviews:  Nancy will try to set up interviews for Monday the 24th.  The Board asked her to check references prior to Monday.

Police Dept weapons:  Jamie Pike presented a concern to the Board about how the trade-in of weapons was documented.  Nancy will follow-up with the Chief.

Thunder Bridge:  Mr. Reinhardt reported that the area around Thunder Bridge has not been mowed.  He also asked about the signs for the bridge hours.  Nancy will follow-up on both issues.  Mr. Reinhardt reported that a large tree had fallen across the river and asked if anything could be done to remove it.  It was decided that the tree was private property and not a Town issue.

Shaw field:  Ann Davis received a call regarding Shaw field.  The field has not been mowed and the concerned citizen is worried that trees will start to grow in the field.  They thought the Heritage Commission would be the ones to contact.  There was a discussion about having someone hay the field. Ms. Davis brought it to the Board of Selectmen.  Richard DeBold will follow-up.

Heritage:  The Commission has arranged for Robin LeBlanc from Plan NH to give a presentation on the Charette process.  The need to publicize this was discussed.  The property owners along Main Street should be invited as well as all Department Heads and Committee Chairs.

Library:  The Trustees are asking for guidance from the Board on expanding the parking area.  They could either cut into the small grassy area they already have or seek an agreement with the Church to use their parking area on days when it would be needed.  The Board would like for the Trustees to communicate with the Church and try for an agreement with them.

Agricultural Commission:  The Agricultural Commission has an opening.

Noise Ordinance:  The question was asked if the Town had a noise ordinance.  The Town does have one for the commercial zone only.  Nancy will follow-up to see if it also applies to Home Occupations.

        
A motion by Mr. DeBold and seconded by Mr. Paveglio to adjourn the meeting at 8:35.  Motion passes.
