Minutes of Meeting
January 22, 2013

Members present:   Mike Paveglio, Jeff Jordan, Richard DeBold

Chairman Paveglio opened the meeting at 7:00pm.  

Department Heads

Building:  No activity to report

Fire:  The new truck is in Tamworth.  The final installations are being done and it should be delivered next week.  The Department recently completed Emergency Vehicle Operator training.

Highway:  Nancy provided the Board with maintenance expense records on Highway vehicles.  There is also paperwork needed for the Perry Brook Road Culvert purchase.  All items were tabled until the Road Agent is present.

Library:  The Library is working on the valentines for troops and Liberty House.  On February 22nd there will be an open house for the meeting room.  
There has been an increase in overdue books and DVDs.  The library has extended the borrowing period to three weeks hoping to resolve this issue.  The book sale has increased the rate of $.25 to $.50.

2013 Warrant
Mr. Paveglio submitted a budget summary to breakdown approximate changes to the tax rate based on several scenarios.  The items for discussion were the purchase of the new forestry vehicle and the water source development.  After discussion it was agreed to not purchase the new vehicle in 2013, but to add $5,000 to the Capital Reserve Fund for the vehicle and to increase the forestry vehicle maintenance line by $750.  It was also agreed to make the water source development article for $10,000 instead of $15,000.

Other Business

Water:  Mr. Paveglio reviewed the proposed numbers for the Bear Hill Road Expendable Trust Fund warrant article.  It was agreed that the $138,000 would be needed and the article would be presented as is.

Carpenter Park:  Mr. DeBold thanked the Bee Hole Beavers for their extra effort to prevent snowmobiles from entering areas they should not be in.

Forestry:  Nancy reported that after speaking to the ranger several of the fire bills are not eligible for reimbursement from the State and she will be charging those to the 2012 budget.  The Selectmen will follow-up with Warden Stock.

Zoning:  The Selectmen received a concern regarding a travel trailer on Perry Brook Road.  There appears to be someone living there.  There is a plywood addition with a chimney.  After discussing the zoning ordinances it was decided that Mr. Paveglio would speak to the homeowner.

Dame Farm Road:  The Road Agent has asked to discontinue Dame Farm Road.  It was decided that the Road Agent should talk to the owner of the property on that road.  Mr. DeBold offered to accompany him.

Highway:  Nancy informed the Board that there was an accident involving the new highway truck.  There was some damage that will need to be repaired.  She does not have the police report yet, but it does not appear to be the Town drivers fault.

Ambulance Transport fees:  Chief Quimby asked if the Board will support an increase in the ambulance transport fees.  The Chief has reviewed the fees and feels updated them is prudent.  The Board asked Nancy to schedule a public hearing.



A motion by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 8:23.  Motion passes.
