Minutes of Meeting
December 18, 2012

Members present:   Jeff Jordan, Richard DeBold
Others present for all or part of the meeting:  Nancy Tanner (Town Administrator), Matt Cole, Ed Millette, Allen Mayville, John Martell, Donna Chagnon, Bernd Reinhardt, Ansel Sanborn

Selectmen Jordan opened the meeting at 7:00pm.  

Department Heads

EMD:  Reported Merrimack County is receiving no aid for Storm Sandy.

Building:  For the two week period the fees total $606.25.  Most notable was a large garage.

Fire:  Correction to the donation amounts listed in the December 4th minutes:  The donation from the McKerleys was $13,350 and the department raised an additional $2,000.  
The Deputy Chief’s are back from the truck inspection in Michigan.  The manufacturer has a punch list of about 14 items.  After completion of the list, it will be scheduled to be driven to Town.  It is unlikely to be until January due to the holidays and weather concerns.

There was a computer crash during the finalization of the Community Building report.  When the report is complete Matt Cole will send it to Nancy and she will distribute it to the Board and Historical Society.

Mr. Reinhardt asked about what needed to be done on the first floor and whether they would still be allowed to operate.  Mr. Cole said he did not want to speak for the Chief, but felt operations on the first floor could continue with a plan to make the fixes as soon as possible.

Highway:  Jim could not be present.  Nancy read an email update as follows:
Frank wants to put the culvert on Perry Brook in the first week of January.  He is going to get back to me to finalize the dates. It should be 3-4 days possibly 5. We will be closing the road and I will be talking to the two residences about the detour plan.   I have been researching a Brownfield Grant through the NH DES about the Shed issues. I would like to see if we can get a grant and have the state help  pay for the "fixes"  The salt that I thought I have a issue with is working as it should I had talked with the supplier and it is the same. The wetlands permit was received last week so Frank Merrill's all set to begin work. I did get your forwarded e-mail today about Smith Sanborn rd I will look into what we can do to alleviate the problem for the long term.

Public Hearing:

A public hearing was held to accept funds in excess of $5,000 for the Carpenter Park Project.  Mr. DeBold explained the amounts and need for the additional funds.  Mr. DeBold made a motion seconded by Mr. Jordan to accept a grant from the Land and Water Conservation Fund in the amount of $38,425, accept donations in the amount of $741.98 and transfer $1,155.45 from the Parks and Recreation Capital Reserve Fund and to further authorize the expenditure of $40,322.43 for the purpose of completing Phase 2 of the Carpenter Park Construction Project.  Motion passed.  Mr. DeBold thanked Ansel and Jennifer Sanborn for all their work and generous monetary donation of $10,000.
Other Business

20 Horse Corner Road:  Nancy reported that the Town could sell the property after January 26th.  She asked how the Board would like to proceed.  It was decided to hire an auctioneer.

A motion by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 8:03.  Motion passes.
