Minutes of Meeting
May 1, 2012

Members present:  Mike Paveglio, Jeff Jordan
Others Present for all or part of the meeting:  Nancy Tanner (Town Administrator), Allen Mayville, Patrick Clarke, Donna Chagnon, John Martell, Lucille Noel, Matt Cole, Ed Millette, Alan Quimby, Jim Plunkett, John Freeman, Betsy Bosiak, Chief Mullholland, Ann Davis, Leigh Chenney

Chairman Paveglio opened the meeting at 7:00pm.  

Department Heads

Highway:  The crew has been screening top soil.  There is an electrical issue with the excavator.  Lane Road will be ground on Friday and paved on Monday.  Higgins and Swiggey Brook Road will be shimmed next week.  

Fire:  The Department has been busy this week.  The windshield on Engine 3 is being replaced.  The new command vehicle is in service.  The Department will be doing a work detail to clean up inside and outside.

Library:  The Library is having a clean-up day on Saturday.  The meeting room construction is continuing.  Next book sale is May 12th.  On the 18th there will be a “best dessert” cook off.  The Garden Club will be meeting at the Library beginning on May 9th. The toddler program is well attended and active.

Building:  John Freeman provided a 1 month summary.  Total fees for period = $1,140.40.
There was a discussion regarding whether or not there was a cistern requirement for the development on Short Falls Road; Nancy will follow-up.

Police:  Officer Wright has completed Accident Reconstruction School.  The new part-time officer did some training this week and will be working with Officer Miller next week.  

Health:  The water test at Carpenter Park came back and it looks good.

Ann Davis
Ann Davis expressed an interested in serving on the Heritage Commission.  Mr. Paveglio made a motion seconded by Mr. Jordan to appoint Ann Davis as a Heritage Commission Alternate for a term expiring in 2015.  Motion passed.

Leigh Chenney and Chief Mullholland– Capital Area Public Health Network
Ms. Chenney and Chief Mullholland spoke about the benefits of having a regional shelter.  Regional sheltering allows communities to pool limited resources and share costs to provide for sheltering needs in the event of an emergency.  The Selectmen are in favor of such an agreement.  The Emergency Management Director, John Martell, will follow-up.

Other Business

Employee Health and Wellness Program:  Mr. Paveglio made a motion seconded by Mr. Jordan to accept and expend unanticipated funds in the amount of $500 from LGC HealthTrust to support an employee health and wellness program.  Motion passed.

Transportation Advisory Committee:  Richard Moore is unable to attend the May meeting.  Nancy will ask Jamie Pike to attend.

Suncook Valley Regional Town Association:   The association would like to hire Melcher and Prescott to do an insurance evaluation.  The cost would be divided among the participating Towns.  The Selectmen are in favor of participating with this process.

Pursuant to RSA 91-A:3 II (e) Mr. Paveglio made a motion seconded by Mr. Jordan to enter into a non-public session to discuss a legal matter.  Roll call vote was unanimous.  

Pursuant to RSA 91-A:3 II (e) Mr. Paveglio made a motion seconded by Mr. Jordan to exit the non-public session at 8:15.  Motion passes.

The minutes of the non-public session are sealed.

A motion by Mr. Paveglio and seconded by Mr. Jordan to adjourn the meeting at 8:16pm.  Motion passes.
