Minutes of Meeting
April 3, 2012

Members present:  Mike Paveglio, Richard DeBold, Jeff Jordan
Others Present for all or part of the meeting:  Nancy Tanner (Town Administrator), John Martell, Patrick Clarke, Jim Plunkett, Michele Plunkett, Donna Chagnon, John Freeman, Steve Stock, Lucille Noel, Alan Quimby, Ed Millette, Matt Cole

Chairman Paveglio opened the meeting at 7:00pm.  

Concord Hospital Trust
Several members of Concord Hospital Trust presented the Town with an automatic compression device.  The device is a gift of 50% from the Trust and 50% was raised from donations through the Firefighters Association.  Nancy will schedule a public hearing so that the Selectmen may officially accept the device as the value is in excess of $5,000.

Department Heads

Forestry:  Warden Stock briefed the Selectmen on an illegal burn, which consisted of 2.9 acres.  The billing was discussed.  The Selectmen agreed to send a bill to the responsible party.    Our crew went to Loudon for a three alarm fire.  The Warden will be putting together a bill for Loudon.  No permits are being issued at this time.

Tax Collector:  Evelyn Pike discussed properties that are eligible to be deeded with the Selectmen.

Health Officer:  Pat did one inspection and is working on getting the Carpenter Park water test done.

Police:  Budget was reviewed.  

Library:  The Library has the following events planned:
4/4 Ukrainian Egg Decorating
4/14 Book Sale
4/16 Raising Chickens
4/26 Family game and activity day
Children’s art is on display this month.

Highway:  Jim has a final proposal for the new truck.  Nancy will review.  He hopes the new truck will be in by the end of September.
He received noticed that the State will be replacing the Main Street bridge deck.  He is looking at pricing for propane and fuel.  He replaced a culvert on Short Falls Road and Hutchinson.  Due to mud issues the crew rebuilt 500 feet of Cross Road and 250 feet of Bailey Road.  The light on Webster Mills Road will be turned off.  

The budget was reviewed.  

Building:  There have been four permits in the last two weeks.  John is working on one new house application.  Total fees for one month period = $677.60
A recent ZBA case was discussed with John.  The house was not built in the approved location.  There was a discussion about how this could be prevented in the future.  Mr. Paveglio feels that the builder or owner should prove to the Building Inspector that they are building in the approved location and that all zoning requirements are met.
Fire:  Chief Quimby reports that all the apparatus have passed inspection.   The tires on Forestry 1 had to be replaced and that budget line has been overspent.  The department participated in a drill in Loudon and then came home to a two alarm fire on Ferrin Road.  The Chief gave praise to our resident students.  He said everyone who was on the call did exceptional work and he has received many positive comments.  

Steve Stock has been reinstated to the Department.  

The Chief would like to look for a used pick-up truck to replace the command vehicle that was totaled.

The budget was reviewed.  The fuel lines are low.

Other Business

Food Pantry:  Mr. Paveglio made a motion seconded by Mr. Jordan to accept and authorize the expenditure of $65.00 received from Joe and Tammy Montambeault in support of the food pantry.  Motion passed.

BCEP appointments:  Norm LaRochelle, Paul Adams and Richard DeBold were reappointed to the BCEP Board.

Wells:  We are still waiting on the Carpenter Park water test.  Nancy to contact the State regarding the Thompson well.

Budget Committee:  The Selectmen received a strong interest in the Budget Committee from Marlene Hammond.  Richard DeBold contacted Darren Tapp and he agreed to serve on the CIP committee and not the Budget Committee.  

Mr. DeBold made a motion seconded by Mr. Jordan to appoint Marlene Hammond to the Budget Committee with a term ending in 2015.  Motion passed.

Scheys:  The Town’s attorney had some concerns regarding the FEMA application.  The Selectmen will review again during the week.

A motion by Mr. DeBold and seconded by Mr. Jordan to adjourn the meeting at 8:57pm.  Motion passes.
