Minutes of Meeting
September 27, 2011

Members present:  Richard DeBold, Jeffrey Jordan, Mike Paveglio
Others Present:  Nancy Tanner (Town Administrator), Alan Mayville, Donna Chagnon, Steve MacCleery, Jason Wier, Norm LaRochelle, Ed Millette, Mike Williams, John Martell, Lucille Noel

Chairman DeBold opened the meeting at 7:00PM.  

2012 Budget

The Budget Committee and Selectmen acknowledge the tough economic situation many of our taxpayers are still enduring.  Many were in favor of asking for further cuts in the operating budget.  They realize further cuts could mean reduction in services.  Some felt the Department Heads should make multiple proposals to make further cuts work.  Some felt it should not be up to the Department Heads to make that decision.  Some felt a flat budget would be appropriate.  No decision on the directive was made.  The Selectmen are taking all comments under advisement.

A suggestion was made that the Selectmen meet with the School Board so keeping the tax rate low could be more of a cooperative effort.
Nancy asked the Selectmen if they could start their meetings at 6pm when there is a budget meeting.  The Selectmen agreed.  If the Budget Committee cannot make it for 6:00 the Selectmen will do other business from 6-7.

Mike Williams

Mike Williams expressed an interest in serving on the Budget Committee.  He reviewed his qualifications with the Selectmen.

Mr. DeBold made a motion seconded by Mr. Paveglio to appoint Mike Williams to the Budget Committee.  Motion passed.

Other Business

Heritage Commission:  Lucille Noel presented the Selectmen with a copy of the award letter for the Moose Plate Grant Program.  The award is for the Historic Grange/Town Hall Window Restoration Project in the amount of $9,850.00.

The Commission is planning the bulb planting for October 22nd.  Anyone interested in participating should sign up at the Library.

Food Pantry:  Due to the recent Fire at the Town Offices many food items need to be replaced.  Donna Chagnon inventoried all the items and discarded the necessary items.  

Pursuant to RSA 31:95-n Mr. DeBold made a motion seconded by Mr. Paveglio to accept and expend unanticipated funds as follows:

$300 from St. Stephen’s Episcopal Church

$400 from the First Congregational Church in Pittsfield

The funds are to be used for the support of the food pantry.  Motion passed.

On October 19th the Fire Department Association will be sponsoring a dinner to benefit the Food Pantry.  

Zoning:  Nancy will contact the manager of Z-1 regarding the unshielded lights.
Town Office Break-in/Fire:  Nancy commented on the wonderful job the staff has done since the Fire.  The Town Clerk’s Office will remain closed until the office is cleaned and repaired.  The Selectmen would like Nancy to look into security systems.

Transportation Advisory Committee:  Mr. DeBold has been working with the Regional Planning Commission for the Road Advisory Committee.  The Commission has asked for a Chichester Representative for the Transportation Advisory Committee.  The Committee acts as a lesion between the Department of Transportation and the Regional Planning
Commission.  Mr. DeBold will ask the Road Agent if he is interested in serving.  

Accounts payable and payroll were approved.

A motion by Mr. Paveglio and seconded by Mr. Jordan to adjourn the meeting at 8:50pm.  Motion passes.
