Chichester Board of Selectmen
Minutes of Meeting
June 21, 2011

Members present:  Richard DeBold, Mike Paveglio, Jeffrey Jordan

Others Present:  Nancy Tanner (Town Administrator), Ed from R&D Paving, Lucille Noel, Walter Sanborn, Donna Chagnon, Alan Quimby, Patrick Clarke, John Martell, Barbara Frangione, Ed Millette, John Freeman

Chairman DeBold opened the meeting at 7:00PM.  

Department Heads

Police:  Chief Clarke said the department would like to have their NHRS deductions taken out pre-tax.  Selectmen DeBold made a motion seconded by Mr. Paveglio to approve the adoption of the tax shelter program for the Police Departments New Hampshire Retirement System contributions.  Motion passed.  The NHRS form was signed.

The PD had a recent DWI checkpoint.  Chief Clarke has been assisting Nancy in delivering a bill for an illegal burn.

Fire:  Chief Quimby is still following up on the drafting pond lease on Route 4.  The trucks passed the pump test. Chief Quimby provided the Selectmen with a vehicle inventory including mileage and projected replacement costs.

Building:  The only recent activity has been two accessory permits.

Library:  There will be an Organic Gardening class on the 23rd of June.  The Library sign is being repaired.  The estimate for the meeting room including labor is $41,000.  Mr. Paveglio is tasked with separating the labor and material costs.

Food Pantry:  The Chichester Fire Fighters Association hosted a spaghetti dinner to benefit the Food Pantry.  The Association donated most of the supplies and Dell-Lea Country

Club donated the salad supplies.  $650 was raised for the Food Pantry.  

Mr. DeBold made a motion seconded by Mr. Paveglio to accept and authorize the expenditure of unanticipated funds in the amount of $650 received from the Chichester Fire

Fighters Association in support of the food pantry.  Motion passed.

Highway:  The Road Agent gave a written report to Selectmen DeBold.  The crew has been working on the under drain on Lane Road.  Once the culvert at the bottom of the hill is changed out the road will be ready for paving.

Yesterday a culvert that let go was replaced on Webster Mills Road.

Jim is trying to get Kelley Corner Road done by the end of the month.

Salt pricing is up by $2/ton to $56.76.

Jim reviewed the paving bids and recommends awarding the work to R&D paving.

Other Business

Proposed Ordinances:  Alan Quimby provided copies of several other Town’s False Alarm Ordinance.  The Selectmen would like to move forward with a public hearing on August 23rd.

Library:  Lucille would like to know what plan for the island at the Library was recorded at the Registry of Deeds.  Lucille will follow-up with Jamie Pike.

Lucille is concerned that the stone wall at the Hutchinson House has been breached.  Stone walls do have protections.  Nancy will follow-up with the Division of Historical Resources.

2011 Paving Bids:  The Selectmen feel that Smith Sanborn Road should be a warrant article for next year.  Funding of the remaining projects was discussed.  The Selectmen would like the Road Agent to clarify where the funding would come from for Kelley Corner Road and Pleasant Street; Lane Road was a warrant article.  

Mr. DeBold made a motion seconded by Mr. Paveglio to award the paving bid for Lane Road to R& D paving.  Motion passes.  The award of the other bids was tabled.
NHMMA Conference:  Nancy Tanner recently attended the New Hampshire Municipal Managers Association conference and gave an overview of the educational sessions as well as the valuable networking opportunities the conference provided.  

Accounts payable and payroll were approved.

A motion by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 8:25pm.  Motion passes.
