Minutes of Meeting
October 5, 2010

Members present:  Richard DeBold, Mike Paveglio
Others Present:  Nancy Tanner (Town Administrator), Alan Mayville, Walter Sanborn, Jim Plunkett, Michele Plunkett, Patrick Clarke, Alan Quimby, Ed Millette, Thomas Houle, Lucille Noel, Donna Chagnon, Matt Cole, Bob Mann
Selectmen DeBold opened the meeting at 7:00PM.  

Department Heads

Police:  Dan York has resigned and Chief Clarke is looking for a replacement.  A car struck one of our cruisers as it was being winched onto a tow truck.  Chief Clarke is researching the repair.

Health Officer:  Chief Clarke reported dealing with a water quality issue and an outdoor furnace issue.

Building Department:  Quiet but steady

Highway:  The base coat is down on Lane Road.  Bear Hill Road is finished.  Jim and crew are getting the roads ready for winter.  Berry Road is still on the work agenda.  Jim has been finding large amounts of trash dumped on the sides of the roads.  Jim has the winter sand quotes.  Decato was the lowest quote with trucking at 4.38/ton.  

The highway department had some large limbs down last week.  There was discussion regarding dead trees along the state roads.  Jim will take an inventory and put the State on notice.

Fire Department:  Ed Millette reports the open house went well with approximately 30 people attending.  Matt Cole has been working on call statistics and gridding them into zones.  For the month of September the high call volume zones were in the area of Horse Corner Road and Dover Road.  Last month there were 39 calls.  

The Fire Department is working on the development of dry hydrants.

Matt Cole is working on getting Fire Extinguisher training for the employees at the request of the JLMC.

Mr. Paveglio was contacted by Sheri Demers with a concern about noise and diesel smoke at the Fire Department.  Acting Chief Quimby will handle the concern.

Library:  Lucille Noel reported that October 9th will be the last book sale of the season.  On the 21st there will be a presentation on the Salem witch trials.  On the 26th there is a book discussion.  The librarian is attending training at LGC.  The trustees are working on a new job description for the Librarian.  The library has raised $4,800 in fundraising efforts this year.

Conservation Commission:  Anja Rodriques will be the new conservation secretary.  The Conservation Commission is short one member and one alternate member.

Bill Stevens
Mr. Stevens wanted to clarify that his land was not backland.  There was discussion about Davis Road and where Davis Road ended.  Davis Road is a class VI road.  

Mr. Stevens wanted confirmation from the Selectmen that his lot is a buildable lot.  

Mr. Stevens will access his property from the Epsom side. Nancy will research and report back.

Other Business

CIP committee:  Doug Hall asked to be on the Selectmen’s agenda for October 19th to review the committee’s recommendations.  

Legal:  Nancy consulted the attorney regarding the questions from last week about the lawsuit filed against the Town.  Nancy could say that a lawsuit has been filed and Attny Mullen of Ransmeier and Spellman will be representing the Town.  Nancy is not aware of an initial official complaint to the Selectmen regarding code violations at the safety building therefore could not give a date for such.  For the questions regarding the Fire Department radios she referred to the minutes of February 9, 2010 and February 16, 2010.  

Comcast:  Comcast has sent a final draft and the agreement should be complete in the next couple of weeks.

Budget:  The Selectmen will be asking for a 2% decrease in the operating budgets for 2011.  

Voting:  The polling hours for November 2nd are from 7am until 7pm.

Accounts payable and payroll were approved.

A motion by Mr. DeBold and seconded by Mr. Paveglio to adjourn the meeting at 8:20pm.  Motion passes.
