Chichester Board of Selectmen
SELECTMEN’S MINUTES  
April 4, 2006

Present:  Chairman MacCleery, Selectman Colbert, Selectman DeBold and Patty Wooster, Administrative Assistant.  Chairman MacCleery opened the meeting at 7:00PM.

SUBJECT:  Mr. Doug Hall

HIGHLIGHTS:  Mr. Doug Hall met with the Board of Selectmen regarding some concerns he had with the Supervisors of the Checklist. He stated that at the School Meeting and on March 14, 2006 (voting day) he noticed that between 40 and 60 residents who were registered were not on the checklist.  He said that this did not present a good situation.  He stated that one person was very upset because they had a restraining order against another person and they stated that they had changed their address two years ago and the address was still not changed.  Mr. Hall stated that this could be a potential public safety issue.  Mr. Hall asked for a closed session.

 A Motion was made by Selectman DeBold to enter into a non-public session based on RSA 91-A-3 (c).  The Motion was seconded by Chairman MacCleery.  A vote was taken by roll call and all members voted in the affirmative.

A Motion was made by Selectman DeBold to come out of the non-public session.  The Motion was seconded by Selectmen Colbert.  A vote was taken by roll call and all members voted in the affirmative.

Chairman MacCleery made a Motion to seal the minutes of the non-public session for fifty years (50 years) in accordance with RSA 91-A:3 III.  The Motion was seconded by Selectmen DeBold.  A vote was taken by roll call and all members voted in the affirmative.

SUBJECT: Interviews for open volunteer positions

HIGHLIGHTS:  The first person that was interviewed was Donna Chagnon, she was interested in the position of Trustee of Trust Funds.  After the interview, Selectman DeBold made a Motion to appoint Donna Chagnon to a two-year term as a Trustee of Trust Funds.  The Motion was seconded by Chairman MacCleery.  A vote was taken and all were in favor.

Mr. Craig McIntosh was interviewed for the open position on the Planning Board.

Mr. Fuat Ari was interviewed for the open position on the Planning Board and Parks and Recreation.

Mr. Zack Boyajian and Ms. Dawn Marshall were interviewed for the open position on the Conservation Commission.
The Board of Selectmen will make a decision at the next Selectmen’s meeting.

SUBJECT: Mrs. Donna Chagnon

HIGHLIGHTS:  Mrs. Chagnon who lives on Horse Corner Road had concerns regarding the drainage problems on Horse Corner Road.  She stated that her husband had met with a gentlemen at the Department of Transportation (“DOT”) asking him when repairs would be done to Horse Corner Road.  Mrs. Chagnon stated that her husband had told her that DOT has no intention of working on Horse Corner Road.  Selectman DeBold stated that he had sent a letter to Hiram Morrill of District 5 of DOT back in August 2005 regarding this problem and Mr. Morrill, to this date, has not responded to him.

The Road Agent, Mr. David Kenneally stated that there have been times when residents purchased the culvert and any necessary materials and the Highway Department has provided the labor to install the culvert.  Selectman DeBold stated that if the State will not do anything to repair Horse Corner Road, the Board of Selectmen could possibly entertain the idea of the Highway Department taking care of the ditching and culverts.

SUBJECT:  Mr. David Kenneally

HIGHLIGHTS:  Mr. Kenneally met with the Board of Selectmen to discuss the recommendations made by CLD Engineering to hire Merrill Construction to do the work on Webster Mills Bridge over Sanborn Creek.  He stated that the State has not accepted Merrill Construction as of this date; however, John Byatt of CLD Engineering stated that he saw no reason why the State would not accept Merrill Construction.

Reviewed and discussed was the advertisement that was drafted by Mr. Kenneally regarding 2 full-time employees for the Highway Department.  Chairman MacCleery stated that he would like a written policy for over-time.  The Board of Selectmen made a few changes to the advertisement and it will be placed in the Suncook Valley Sun on Wednesday, April 12th and the Concord Monitor on April 14th, 15th, and 16th.  Application deadline will be April 21st.

Mr. Kenneally stated that the backhoe was fixed and he stated that the meter only goes to 10,000 hours and turns over; he seems to think that the backhoe has 13,000 hours on it.  He also believes that the meter no longer works.

SUBJECT: General Business

HIGHLIGHTS:  Chairman MacCleery suggested that any time there is a zoning issue all departments get notified.  The other members of the Board agreed with Chairman MacCleery.

Selectman DeBold stated that he had received a telephone call from Mark Stevens, who is a surveyor.  Mr. Stevens told Selectman DeBold that he was hired by the people that own the property that is located behind the Hess Station and when he was walking the boundary line he noticed that Hess’s septic system was in failure.  Patty was asked to contact the Health Inspector, Dr. Ed Meehan.  

The Board of Selectmen reviewed the Notice of Award for Merrill Construction and Chairman MacCleery signed the notice.  Patty will fax the executed award letter to CDL Engineering.

Patty was asked to inquiry as to who was the next oldest citizen in the Town of Chichester, so they may be awarded the Boston Cane.  The oldest citizen, Mr. James Warren passed away.

The Board of Selectmen reviewed full-time employee evaluations and discussed pay increases.

Briefly discussed was the Labbes issue with the Settlement Agreement between the Town of Chichester and Mr. Mullaney.  Patty was asked to draft a letter to the Labbes and have it ready for the Selectmen to sign next Tuesday.

The Board signed payroll and accounts payable.  

Legal correspondence, mail and e-mail were reviewed.  

Minutes from March 28, 2006 were reviewed and approved

Being no further business, Chairman MacCleery adjourned the meeting at 11:45PM.
