SELECTMEN’S MINUTES
July 09, 2002

PRESENT:  Theodore Bailey, David Colbert, Richard DeBold, and Judy Kenneally

OLD BUSINESS:

The minutes of July 02, 2002 were approved as written, signed and will be posted to our web page.

Board Meeting called to order by Chairman Ted Bailey at 7 PM.

NEW BUSINESS:

Subject: Road Agent Assistant, A J May
HIGHLIGHTS:

A J says that all is going well with Horse Corner Road.  The Road signs are up.  He wants to do the gravel instead of hiring out.  

Town Roads are posted at 30 mph and the dirt town roads are 25 mph.

Selectman Colbert brought to A J’s attention that the stop sign at the end of Center Road needs to be placed like Lane Road and Horse Corner.  Also likes the double signs or a stop ahead sign.  The question was asked how legal is it to place the stop sign across the road.  A J said that it was indeed legal.  A J will order sign.

A J will be on vacation the week of July 19 through the 28.  And will be taking the week of August 05 through 11 as well.

HIGHLIGHTS:

Selectman Colbert brought Judy Kenneally in for this night’s meeting.

Judy let the Board know that she is able to hear clearly during her telephone conferencing.

The Grange would like to put in a granite bench under the tree.  The Grange has asked that the pipe be removed.

Selectman DeBold asked about Attorney Goldman’s research regarding the unknown property.  Judy referred him to Town Clerk Pike who called Attorney Goldman.

The money being spent on the one-ton truck was brought into question.   Judy asked if a more thorough report would be needed.  The Board said that the report of this years expenses given by Heather at last week’s meeting was a good description and they are comfortable with that.  Heather is to keep a detailed record of expenses for the rest of the year so as to have a report available for the Town Meeting next March.

Judy researched the incompatibility of offices.  She called NHMA who said that a Board Member being on the budget committee is okay.  Judy also found out that Budget Committee members are not elected unless the Town is a Municipal Budget Act town.  Judy is to check original warrant article to see what intent was.  Selectman DeBold is to resign from being an alternate from the Planning Board.  Judy will check into whether the Town needs to have three alternates for Planning.  Selectman DeBold is to resign from Budget Committee.  The Board will appoint a replacement to finish his term in March.  Selectman DeBold will be replacing ex-Selectman Jordan’s position as ex-officio BCEP member.

Judy checked into getting another two estimates for the Harkness water system.  She contacted Aqua Specialties who will give estimate.   

The Board reviewed the Grandfathered list property.  

Chairman Bailey discussed the David Marsh property sub-division.  Judy will check the 1999 Board Minutes to verify if the Short Falls Road was indeed opened and maintained by town.

Judy verified that indeed all three departments are to come in normally.

Selectman Colbert stated that he would like to speak with Police Chief Clarke regarding the delay in pistol permits.

Selectman DeBold wanted to further discuss the irrigation on Kara Drive by Mr. Frank Merrill.  He would like a clearer picture of what the town owns and what the state owns.  The Merrill subdivision was reviewed.  He would like the letter to Mr. Merrill to specify that only the irrigation to Mr. Nolan’s property on 3 Kara Drive will be done.  Also that the irrigation lines be buried at least three feet.  It was agreed that the town will need a wetland permit to work on this property and that Mr. Merrill be responsible for completing the application.  It was requested that Mr. Merrill be invited back to meeting.

There being no further business the meeting adjourned at 9:30.
