SELECTMEN’S MINUTES
04/02/2002

Old Business:

The minutes of 3/26/02 were approved as written, signed and will be posted to our web page.

NEW BUSINESS:


Subject:  Public Hearing – Donations to the Town
Highlights:

Present:  Linda Booth, Gilbert Vien and Chief, Patrick Clarke

Ms. Booth is representing the Ladies Benevolent Society.  The Ladies are donating equipment to the police and fire departments.

The items to the police department include weapons, two in-car video systems, a new computer for the booking room, a lap top computer for the cruiser and leather gear.

A thermal imaging gun was donated to the fire department.

Subject:  Road Agent, William Stevens
Highlights:

Present:  Road Agent assistant, A J May

Mrs. George Blackman submitted a complaint (on file) regarding Blackman Road.  Her complaint refers to the width of the road and plantings that have been dug up.  A J reminded the Board that even though Blackman Road is a scenic road it cannot become a safety issue.  A J will visit Mrs. Blackman.

A complaint came in regarding a street light on Smith Sanborn Road.  It was determined that it must be a private light.  Judy will respond to the individual.

Subject:  Police Chief, Patrick Clarke
Highlights:

Chief Clarke re-introduced Officer Kitson to the Board.  Officer Kitson was sworn in as a full-time police officer.

Chief Clarke requested  permission to use the Town charge card tp purchase some of the donated items.  The Ladies Society will pay the invoice when it comes in.  The Board approved.

Chief Clarke will get the new 4x4 on Thursday.  It will then be lettered and outfitted.  The ’98 cruiser will then be prepared for sale.

Subject:  William Stevens
Highlights:

The length of Davis Road to be improved by Mr. Stevens will be 5,600 feet.  The width will be determined at a later date.  

Bill is still working on his boundary lines.  He’ll bring the survey to the office when it’s finished.




Subject:  Gilbert Vien
Highlights:

Mr. Vien is at the meeting on behalf of the fire department to inquire about the repair of the fire car that was hit by a plow truck.  The decision was to get a few estimates to patch it.  Dennis Call was suggested as someone to talk to about patching it.   

The Board was invited to the association meeting at the end of the month.

Subject:  Planning Board chairman, Tracey Scott
Highlights:

Mr. Scott spoke with Attorney Goldman about the zoning impact fee waiver.  Mr. Goldman’s opinion was that the applicant of a building permit was required to be a resident for ten years prior to the application to be eligible for a waiver of impact fees.  Mr. Goldman will send his opinion in writing.  Mr. Scott still needs the list of names and addresses of the department heads for the notices regarding the capital improvements plan.

Subject:  Board discussion
Highlights:

Franchise fee requests were submitted.  $12,200 is available.  The following awards were distributed:

Judy will be on vacation next week.  Heather will send all the appropriate phone calls to Judy as if she were working at home to see how it will work.  Chairman Bailey suggested checking on the homeowner’s insurance.

Selectman Jordan suggested checking on other maintenance contractors for lawn maintenance.  Dennis Conner, Neva Dunn and Steve Martin will be contacted for estimates.

Discussion: two-family homes.
