Minutes of Meeting March 13, 2014

Members present:  Zack Boyajian, Marianne Hromis, Gordon Jones, Blaze Konefal, Robert Mann
Also present:  Jason Weir  

Meeting was called to order at 7:05 pm.

Proposed transfer of rangeway:   Jason Weir explained the proposed sale or transfer of the Town's rights to a portion of a rangeway located on his lot, Map 7 Lot 4.  This rangeway exists on paper only and extends beyond the existing end of Perry Road.  Formal action is necessary based on interpretations made by Jason's surveyor and Town Counsel.  The Commission voted unanimously to support the transfer by the Board of Selectmen.

Minutes of 1/9/14 meeting were reviewed and approved.   February 2014 meeting was canceled due to wintry weather.

Mail review: Included information from the executor of the Shirley Waters Estate, announcement of NH Saving Special Places program of 4/5/14, the 2014 Barry Conservation Camp, the proposed Main Street Design Charette, and a Conservation Fund financial statement from the Town Treasurer.  

Goals and Projects
Public outreach.  Gordon will work on a Suncook Sun article on the recent horse logging on the Madeline Sanborn lot.    Bob represented the CCC at the Organization Fair conducted by the Grange in February.

Spaulding Town Forest:  Final payment checks for the 2013 timber harvest have been forwarded  to the Town Treasurer and Selectmen, respectively.   The Trail Dawgs club will be contacted about the snowmobile trail gate which was moved for the timber harvest and now seems to be gone from the site.

Carpenter Park:  Zack reported on recent Parks and Recreation discussions about Phase 2 of the Park improvement project, including a possible replacement snack shack.   There is no 2014 Warrant Article for phase 2 but there is a proposed appropriation for deposit to the Parks and Recreation capital reserve.  It appears the CCC will take the lead on trails improvement on the salt shed side of the road.  

Madeline Sanborn Conservation Area:  The timber improvement work by Tim Riel is complete.  Tim will remove the remaining skidded logs from the Grange parking lot.  Zack will contact Steve Stock about possible burning of Phragmites as part of the eradication effort.  Gordon noted that Jim Plunkett now has his pesticides license and may be brought in to spray this year.

Land Conservation.  Several parcels and priorities for land or easement purchases were discussed, but there are no new developments to report.  

Easement stewardship.  Blaze will notify members of the 2014 easement stewardship field visits by email when and if spring weather arrives.
