Chichester Conservation Commission Monthly Meeting
Minutes of Meeting December 13, 2018

Members Present:  Bob Mann, Frank Harrison, Blaze Konefal, Jim Eggers, Dawn Marshall, Marianne DiTaranto, Zack Boyajian

Minutes of the meeting of 11/8/18 approved with appropriate modifications.  
        
Call to Order: 7:11 pm

Mailbag:  
1.      Additional surprise conservation fund donation check from the Shirley Waters Estate ($92.93).
2.      Five Rivers Conservation Trust Donation: $50 unanimously approved
3.      Conservation Fund Quarterly Interest Report: $328.77

Conservation Funds:  The committee is looking into setting up a trust fund for the Shirley Waters Estate funds received.

Conservation Land:  The committee continues to communicate with landowners regarding the establishment of conservation easements.  Conservation easements protect land for future generations while allowing owners to retain many typical private property rights, including use of the land in low impact ways, such as recreation, agriculture, and forestry.  A conservation easement can also potentially provide tax benefits.

DRAFT Warrant Articles for 2019 Town Meeting (unanimously approved):

To see if the Town will vote to raise and appropriate the sum of up to $700 for mowing and other maintenance of Map 4, Lot 2, also known as the Shaw Pasture Town Forest.  The sum of up to $700 is to be raised and appropriated from the Forest Maintenance Fund.

To see if the Town will vote to raise and appropriate the sum of up to $12,500 for construction of access and parking to Map 4, Lot 2, also known as the Shaw Pasture Town Forest and the Madeline Sanborn Conservation Area Town Forest.  The sum of up to $12,500 is to be raised and appropriated from the Forest Maintenance Fund.

Shaw Pasture: Final plan for access and parking is ready to put into action upon warrant article approval.

Natural Resources Inventory (NRI):  Established in 2003, the Town of Chichester NRI is 15 years old and it is time for an updated version.

Carpenter Park:  No New Business

Other Business: NHDES has begun the formal rulemaking process to readopt with amendment Env-Wt 100-900, Wetlands Program Rules. These rules were last significantly overhauled in 1991.  Concerned citizens are encouraged to maintain awareness of the process and press lawmakers to maintain rules that responsibly manage the State of NH wetlands with the best sustainability practices in mind.
