Chichester Conservation Commission Monthly Meeting
Minutes of Meeting November 8, 2018

Members Present:  Bob Mann, Frank Harrison, Blaze Konefal, Jim Eggers, Zack Boyajian, Dawn Marshall, Marianne DiTaranto

Minutes of the meetings of September 13, 2018 and October 11, 2018 approved.  
        
Call to Order: 7:05 pm

Mailbag:  
1.      Received final conservation fund donation check from the Shirley Waters Estate ($3,840).
2.      2019 dues approved for the NHACC ($275)
3.      DOT (Permit # 05-089-0032) approved Shaw Pasture Driveway Access Plan.
4.      Wetlands Permit Application review (received from landowner) for Tax Map 2, Lot 66, Unit B.
5.      5 Rivers Conservation Trust Newsletter
6.      Budget 2019 request from the Town Budget Committee.  Motion moved and seconded to propose a budget to the town of $700 for the 2019. Motion approved (5 in Favor, 2 Against).

Public Outreach:  No new business.

Conservation Land:  Committee members are exploring opportunities to expand protected easement land near highly valued conservation areas in town on the Pembroke line and near Lynxfield Pond.  Motion raised and seconded to authorize the chairperson to talk with specific landowner regarding property appraisal.  Motion failed (4 Against, 3 in Favor).  Consensus was given for the chairperson to consult with the landowner on other related land purchase topics.

Blaze K., Jim Eggers, and a state agency representative recently walked Blackman, Drinon, and Sanborn, and Cray conservation properties.  These properties are part of the New Hampshire Land and Community Heritage Investment Program (LCHIP).

New Zoning Ordinance Proposal:  Public invited to attend Planning Board Meeting at Fire Station, Thursday 11/15 - 6:30 for more discussions with the Regional Planning Commission.  Topics to include the Main St. mixed use zoning areas, a map overlay for agricultural lands, and zones for 2-acre and 5-acre minimum lot size.

Shaw Pasture: With approval for driveway access, the team is making plans to appropriate the construction bid for local contractors. Motion made and seconded to conduct the driveway access construction in cooperation with volunteer labor, the town road agent, and all necessary material and equipment expenditures, including professional tree cutting, gravel fill acquisition, plastic geogrid underlayment, and erosion control.  Motion approved (5 in Favor, 2 Against).  Considerable discussion ensued regarding the pursuit of establishing a wetland buffer delineation boundary.  The committee intends to establish these boundaries within our expertise.  Zach B. and Frank H. will start this mapping project on Monday, 11/12/18 at 9 am.

Spaulding Town Forest:  Blaze K. and Bob M. went out and blazed the south and east boundary of the Spaulding Easement.  All that remains is the north and west boundaries, but these boundaries are aligned with obvious stone walls.
Madeline Sanborn Conservation Area:  Increased beaver activity has raised the dam at the water level.

Carpenter Park:  Progress has been made on park development to winterize the property.  Fundraising efforts continue.
