Minutes of the meeting of August 9, 2018 approved with appropriate changes.  
        
Call to Order: 7:05 pm

Mailbag:  
1.      DES Inquiry Letter of Notice regarding the proposed private bridge over Sanborn Brook off of Rt 28 on property listed at 200 Suncook Valley Road.
2.      DES Letter of Notice of Warning and Enforcement regarding the new property development on Rt 4 located at Tax Map 3/Lot #25.  The owner is in violation of Alteration of Terrain statues under NH State Law and has been directed by DES to revise action and comply with statutes.
3.      Plan Ahead: Nov 3, NHACC meeting at Pembroke Academy.

Public Outreach:  No new business

Conservation Fund:  There is an apparent discrepancy of town accounting of the Land Conservation Fund proceeds that come from “Current Use Land Change Tax”.  Part of the accounting confusion derives from the accounting discrepancy of what (and when) funds go into the conservation fund (75%) versus deposits to the general fund (25%).  There is disagreement as to what is declared “actual” revenue versus the fully realized “actual” determined several months after a fiscal year has completed its audit.  All true revenue is indeed accounted for in due time, but the conservation committee is continuing to work out the details of the accounting process to ensure the Land Conservation Fund is funded appropriately.  Doug Hall (member of the Town Budget Committee) came to the meeting to discuss his perspective on this issue and clarify the bigger picture of the town accounting process.  The annual CD for Land Conservation Funds terminates 10/5/18.  Plans are to research options and reinvest in the most appropriate financial instrument.

New Zoning Ordinance Proposal:  The Town has begun a comprehensive revision of the Zoning Ordinance, which is currently based on 1965 State Assessment of Soil Types.  The Regional Planning Commission is in the process of developing a plan of revision and the Conservation Commission is invited to participate in the conversation.  Meeting open to the public is planned for September 27, 2018 at 6:30 pm (Fire Station).

Shaw Pasture: Revised driveway access to the lot has been proposed with all safety and convenience considerations included.  The revised plan is approved by the committee and being sent for permit application to DOT.  WORK DAY on site is planned for 9/29 (Sat) for the morning.

Spaulding Town Forest: A decision about driveway access for public parking needs to be determined.

Madeline Sanborn Conservation Area:  No new business

Carpenter Park:  A Risk Management Consultant inspected the park and submitted a letter of advice to improve the playground and the park to make it safe for children and other members of the public.
