Meeting Minutes
Wednesday, September 4, 2013
Location: Chichester Fire Station

Members present: Darren Tapp, Matt Cole, Alan Mayville, and Anthony Galdieri
Members Absent: - Andrea Deachman

The meeting began at approximately 7:30PM at the Chichester Public Library.  The agenda set forth four topics for discussion: (1) reviewing and voting on draft minutes of prior meeting; (2) discuss CIP submissions received to date; (3) discussing draft spreadsheet of CIP submissions; and (4) discussing any other CIP business as appropriate.

The CIP Committee discussed reviewing and voting on the draft minutes from its prior meeting.  The CIP Committee reviewed the minutes from the July 3, 2013 and July 24, 2013 meetings.  Darren made a motion to approve the minutes.  Anthony seconded the motion. The committee approved the minutes as final.

The CIP Committee then discussed the Park and Recreations CIP submission for Phase II of Carpenter Park.  The CIP Committee reviewed the submission and approved it for inclusion in its report.  The CIP Committee further questioned why the highway department had not provided the committee with submissions for vehicles it had requested last year.  The committee agreed to follow up on that.

Darren Tapp provided a brief recap of the committee’s tour of the Fire Station two weeks earlier.

The committee further discussed whether it would attend the Road Advisory Committee meeting on October 7, 2013.  The committee further discussed designating a lump sum amount for roads year over year as opposed to tying such funding to a specific road segment.  The committee agreed that it would still like to review the road advisory committee’s final report in detail prior issuing its final report.  The committee further discussed whether it would approve a final report based on historical values but inflated by approximately $300,000 to $500,000 per year for roads based on the vote at town meeting this past year to appropriate the full amount to repair existing roads.

The committee further discussed joining the selectmen for a meeting in the near future.  The committee agreed to do so once it had a preliminary spreadsheet in place.  The committee agreed that it required the balances in the capital Reserve Fund accounts in order to finish the spreadsheet.  Matt agreed to get these balances from the Selectmen.

The committee further agreed to hold its next meeting on September 25, 2013 at 7:30pm at the Chichester Fire Station.

The CIP Committee meeting concluded at approximately 8:40PM.
