February 8, 2018

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.

•     CM Stewart Motion to excuse CM Eldridge and Garcia.  Seconded CM MacKenzie . Approved 4-0.

Town Administrator’s Report

Mr. Warrington we were notified by the State that our Program Open Project has been approved and we will begin preparing for converting the Multi-Use Court on the one tennis court and, if money is available, we will be putting up the new pavilion as well.

Chief’s Report

Chief Robshaw we started of the new year with low crime numbers.  We are working on our Crime Reduction Initiative for 2018.  This will include a community outreach aspect.  Sunday, February 25th from 6pm to 8pm we will be having our Community Meeting regarding crime reduction.  We need citizens of the Town to attend to be our partners in this effort.  Everyone is aware of the burglary where shots were fired and it is currently under investigation, so I will not be discussing it at this time.  

Mayor could you do a follow-up regarding a communications plan with the County and will get back to us?  In the worst case scenario, the department has been trained, correct?

Chief Robshaw we have a plan in place and it involves the County Police and the School Board. All of our officers have been trained very well to handle any initial school event or other tactical activities.


Recreation Council

Barbara Pejokovich the next Rec Council meeting will be Tuesday, the 27th at 7pm.  We will be discussing the Flea Market on April 7th.  Reservations can be made for tables on March 5th call for one at 301-773-5883.  We will be giving out 3 $500 scholarships which are funded by the Flea Market.  You can apply by contact Judy Deleonibus beginning in March.  Anyone interested in studying park related areas in college you can apply for the Federation’s scholarship for $500 and you can just call me.

Green Infrastructure Committee

Mayor they were here Monday and came up with a number of items for item number 8 on our agenda.

Cheverly Day Committee

Mayor the third weekend in May and we need help.   
 
Planning Board Report

Mayor they did not meet this month before us.  We are looking for their recommendations regarding the development at Addison Row.  We have been supportive of that development since 2007.  Our neighbors have concerns about traffic along Eastern Avenue.  They will also be looking at the new zoning re-write.  We would like a brewery in the Craftsman building, but that is not allowed in the I-1 Zone and we want their input on this matter.

Citizen Input

Budget Adjustment for Cheverly Avenue Bump-Out Improvements

Mayor the Green Infrastructure Committee has made comments on the Landscape Architects proposal.  We will defer this item until he has time to review.  

Adoption – Ordinance O-2-17 Traffic Calming Devices

Mr. Warrington this is the Mayor and Council’s request to amend our Speed Hump section of the Code to become Traffic Calming which will take all the requirements for speed humps and extend them to all traffic calming devices.  

•     CM Riazi Motion to adopt O-2-17 Traffic Calming Devices. Seconded CM Ivey.  Approved 4-0.




Mayor and Council Announcements

Mayor I have three items.  First, we have had a fruitful meeting with the owners of Craftsman property regarding the bike path.  We will need the easements in order to proceed.  We are getting close to getting that easement.  Once we get that then we can go forward and get a 30% design and then we will know better for a timeline of construction and completion.  Second, is your tax assessment appeal that is due on February 12th.  There is a website in the Newsletter that can help you with this.  You can go online and ask for an appeal hearing and then prepare your materials.  Last but not least. We had a great meeting here with our traffic study consultant on the northwest quadrant of Town, which includes the 2 schools.  If you have traffic issues that need to be addressed in the quadrant, please send them to your Councilmember and we will get them to the consultant.

CM Riazi one more line of the Maglev has been eliminated leaving the 2 lines underground near Cheverly along the BW Parkway.

CM MacKenzie the first community market will be June 2nd.

CM Stewart Cheverly United Methodist Church is having a Shrove pancake supper this Tuesday evening between 5 and 6.  The Ward 4 Civic Association Meeting is every third Monday at 7pm at the Community Center.  Lastly, there was a News and Announcement that there was an incident and please lock every window and door.

CM Ivey we are going to get further details on the incident and we will get them out to you.

Mayor Now the Worksession agenda items for the 22nd: We have a new Industrial Park Company that will be coming in to tell us what they do, the Capital Improvement Program and the Budget.
