August 13, 2015
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs, Riazi, Coolen, Rodgers, Stewart and Daly.

Town Administrator’s Report
Mr. Warrington no report.
Chief’s Report
Chief Robshaw. Public Safety day is tentatively September 16th and the American Legion will again be sponsoring the food portion of the event. Please contact us if you would like to participate in the bake sale. We have a new towing vendor located in Hyattsville. We are now beginning our out of state tag program. You will get a notice on your car and must get Maryland tags unless you have an exemption from MVA. Theft from auto remains the Town’s highest crime.
CM Rodgers is the out of state tag enforcement including the apartments? Chief Robshaw yes.
Recreation Council
Barbara Pejokovich next meeting is September 22nd at 7pm and the building usage for the gym is September 10th at 7pm in the conference room. The Flea Market will be on October 3rd and you can reserve tables on September 1st. I have a question however as I heard that the old tree on Forest Road and Cheverly Avenue that it was going to be chopped down and nothing done with it. Why can’t we carve it as it is about 300 years and then we can leave something to show it respect as a tree city? It would be a crime to just chop it down.
Mayor there has been no decision made. We have planted trees around it. The root system of that tree will preclude us from planting in the immediate area for a while. If we left the tree with a carving we wouldn’t be able to plant for an even longer time. We want more tree canopy. It might not be the right spot for a carving. We would consider taking a slice of the tree to show the history of Cheverly through the growth rings to date the tree. We will put it on the Worksession.
Green Infrastructure Committee
Mayor the Town has purchased composting bins and we will talk about rain barrels at the next worksession. They are pushing forward with conversations with the National Park Service regarding the properties in Ward 1.
Cheverly Day Committee
Mayor we look forward to next year and it is a parade year next year.
Planning Board Report
Mayor the Planning Board meets the second Tuesday of every month and everyone is welcome to attend. We encourage more and more participation. They are finishing Envision Cheverly document. They will also be working on the Cheverly Sector Plan with Park and Planning. A Sector plan tries to find actionable things we can do to see what Cheverly will look like 5 to 10 years from now. We also talked about the future of the Kilmer Street Park and Margaret will be addressing that tonight. Finally, it appears that the developer of The Pointe@Cheverly will no longer be pursuing the project due to the changes in the housing market. We will be looking at how we get the property developed in a manner we want by working with the County Redevelopment Authority.

Kilmer Street Park Property
Margaret the Planning Board is considering options for the property. We have been gathering community input from Cheverly Day and the Community Market. We are hoping to have an open house on the site so people can see what exists on the property. The goal was to get as much input as possible and is not intended to be a popular vote, but we do have to weigh the strength and weaknesses of the site. We heard back from people as to what are their needs. I am providing a spread sheet of what people want: the coffee shop, a splash park, a dog park, a Michigan type library, a nature center, a butterfly garden, a vegetable garden and a meeting place. We also analyzed what existed already for the Town, what parking is needed, what zoning changes are needed and cost questions as for
development and ongoing costs. We also looked at whether there will be the need for a commercial partnership. We looked at the strengths and weaknesses of the park and the structures.
Mayor and Council Announcements
CM Coolen August 22nd is the next market, Saturday, please come to Town Park for the Community Market.
CM Daly school will be starting soon so please slow down.
CM Riazi there is another event August 22nd which is a regatta on the Anacostia in Bladensburg. There are 8 person rowing shells, so please come out and cheer and there will be food and fun afterwards
Mayor Worksession for August : Rain barrels, Sunday sales for liquor licenses, SHA response letter regarding speed cameras, Cheverly Avenue pedestrian safety by Route 202, Town Stage use policy and regulations, Tree policy on private property, review school traffic flow issues, letter regarding enforcing park boundaries, bamboo policy.
