Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.

Town Administrator’s Report
Mr. Warrington I would like to note that with the paving of Old Ward 4 that Mr. Torres needs to be complimented. He noted, after the milling, that a number of intersections had no base course and that putting a new 2 inches of asphalt down would not be a good thing. We were going to pay to have these intersections beefed-up, but he convinced WSSC to do this for us, which was a savings to the Town. Also, WSSC was not going to pave 64th and we did not want to leave one street, so he negotiated with a couple of contractors and will be having that road paved at a very good cost.
CM Riazi I got a couple of questions about laterals and WSSC piping.
Mr. Warrington WSSC is responsible for all the piping up to their meters. Once past the meter and heading to the home, the homeowner is responsible for that portion of the pipe.
CM Cook could you speak to the proposed construction on Joslyn.
Mr. Warrington this will be on the Worksession, but there are10 subdivided lots on Joslyn from 1955 and been owned by a developer for the past 16 years. He is now thinking of constructing homes on these lots. He is taking soil and core samples and he has a tree delineation plan that the County indicated that is still good.
Mr. Warrington I would note that the home on 59th that was damaged by fire has been removed. The truck on the property had to be removed for demolition, but will be returned to the property now that the house has been removed. Also, we will be working on removing the house that the Town bought on Beecher Street. We were trying to get it removed by the fire department to save funds, which didn’t happen. Mr. Torres may try to do this in house to save funds.
CM Riazi I want to thank the Mayor to help get the houses down in Ward 1 and now we are looking for the next step.
CM Cook I have had a few citizens ask about our new red garbage truck and that it has not been seen around the Town. Could you tell us something about that?
Mr. Warrington sure, the County requires any truck entering the landfill to be inspected and get a sticker. They are checking to make sure the truck is sound and safe. They used to allow for an inspection any day of the week. They now only inspect vehicles on one day a month. June 12th, today, was that one day a month and we had it inspected today. We had to wait a month, but now you should see it in service.
Chief’s Report
Chief Robshaw we had the most crimes last month that we have had all year. We had 24 crimes and 18 were thefts so people are not locking their cars, which is where the most thefts occurred. We are considering a couple of alternatives to address this issue. It was an outstanding Cheverly Day with the amount of participation and the way everyone conducted their selves. The issue of 63rd Avenue traffic with the dropping off of children. We are suggesting No Stopping signs along this area. If you can’t stop, then you can’t park or stand. Due to the demeanor of the roadway, we have to change what is happening in this area.
CM Thorpe I want to thank the Police for running the 3 on 3 basketball program on Cheverly Day.

Cheverly Day Report
CM Thorpe was held May 31st. I want to thank all of you who came out for Cheverly Day. I want to also thank Public Works for all their efforts. Thanks to the members of the Cheverly Day Committee. Pat Nelson did the tee shirt and the mid way. Megan Daily helped raise decent funds from sponsorship for Cheverly Day. The website was great and Kathryn Andrews did a wonderful job in communications. Glen Barton our Treasurer made a great contribution. Mayor Callahan had some great ideas and arranged the transportation and his efforts were greatly appreciated. The donation page is still up if you would like to contribute. We heard good feedback.
Mayor this year’s fireworks were great.
Green Infrastructure Committee
Mayor I did attend the last meeting and they do a lot of outstanding work. I want to thank especially David Kneipp and Shiela Salo for their efforts to get Cheverly designated as a Sustainable Community. It was reviewed on May 30th and is due by June 30th. While many are government Town government entities, we are going to be a real sustainable community.
Planning Board Report
Mayor the meeting this week was cancelled, but I want to note that we are asked to comment on a lot of developments and they are very helpful in aiding us to send out as a town.

Mayor and Council Announcements
CM Coolen we had a successful community market on Cheverly Day. We will be holding our second community market on this Saturday at 8 o’clock. The MML Convention gave us an opportunity to discuss matters with elected officials and other agencies.
CM Riazi wanted to thank Progressive Cheverly for hosting an aging in place forum. They are trying to get something in the Fall to establish a Cheverly Village you can go to chevvilliage@gmail.com.
Mayor at 1:30 at Euclid Park on June 17th there will be a ground breaking ceremony for the new playground.
Mayor on the Worksession agenda we will discuss: Mayor and Council Personnel Procedures, Joslyn Place Development, MML Convention Re-Cap, Wal-Mart Expansion Position and 3 year Plan for Budgeting.
Introduction O-5-14 Amending the Speed Camera Portion of the Town Code
Mr. Colaresi the State Legislature amended the speed camera legislation that was passed several years ago. The new law was effective June 1st. It allowed the Town to appoint an Administrator of the program, who is Sgt. Lamb, and an ombudsman. The ombudsman has to be someone who does not oversee the issuance of tickets. The ombudsman should be advertised so people will know who to contact. We are also required to do more advertising to cover every single time you move it and issue warnings for 15 days each time moved. The State law is effective and our ordinance needs to reflect what is the law.
Mayor does this make State Highway have to adhere to the half mile radius that allows for speed cameras. Mr. Colaresi no I doubt State Highway will change their policy.
Mr. Warrington when the Mayor and Council set the speed limit in the Town at 20 mph by ordinance and then by motion set the speed limit to 15 mph around schools and parks. The Mayor and Council must change those areas to 20 mph by motion since the state law requires a 20 mph minimum for speed camera use.
Appointment of a Photo Enforcement Program Ombudsman
Mr. Colaresi this was the part of the new law just described which calls for the appointment of an ombudsman for your photo enforcement program. I am urging you to appoint Mr. Warrington as the ombudsman for the Town of Cheverly and to advertise this fact

Green Purchasing Policy
Mayor one of the elements for the sustainable Maryland certification program is a green purchasing policy. We will use a set of alternatives where there is a process to look at the alternatives. It does not require the Town to purchase simply by this criteria, but does have us look as this aspect. It is really a reiteration of what we already do in our purchasing
- CM Riazi to adopt the Town of Cheverly Green Purchasing policy. CM Coolen seconded. Approved 5-0.
Introduction OB-1-15 Adoption Operating Budget and Capital Improvement Program
Mr. Warrington this is a non-codified ordinance required by the State to officially adopt our budget, tax rates and fee schedules. We introduced this at the last Town Meeting. It becomes our manifesto for how we are going to operate the budget for the next year, sets our fees, sets out tax rate and how we are going to move forward on July 1st.

CM Eldridge we have been working hard as elected officials and the staff to get through these years of economic down turn and I am looking forward to a brighter economic future.
Discussion Changing the Signage on 63rd Avenue
Mr. Warrington CM Cook brought to our attention that there are some issues with signage by GNS. The sign says no parking and no standing, but the parents are stopping to load or unload the kids. It is an absolute stand still because there is parking on the other side. We are suggesting a change in signage to include no stopping along with some summer education and then the issuance of tickets will eliminate this problem. We would like a motion, it doesn’t have to happen tonight, to change this signage and get the word out on this matter.
CM Eldridge I would request, if we do this, that the first week of school that we use that as the education portion and after that all bets are off.
