Meeting Minutes
September 11, 2014
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs, Riazi, Coolen, Eldridge, Thorpe and Cook.
Pledge of Allegiance
Mayor read a short statement on behalf of the Council regarding a terrible tragedy that occurred last weekend. Followed by a moment of silence for the Spoon family and for the lives lost on September 11, 2001.
CM Riazi noted various services for various situations available to the community.

- CM Cook to excuse CM Rodgers, Cook and Eldridge. CM Coolen seconded. Approved 6-0. Mayor cast the fourth affirmative vote.
Town Administrator’s Report
Mr. Warrington we are getting ready and will be working with the auditors to get our audit to the state by the October 31st deadline.
Chief’s Report
Chief Robshaw positive report tonight, as September 17th is our Public Safety Day and the American Legion will be our sponsor for the evening. We will be catering to the young people in our town. Air One will land somewhere around 5:30 to kick things off. We received a $14,000 grant for new computers for our cars.
CM Riazi what should people do if their cars have been gone through.
Chief Robshaw we stopped an individual a few nights ago that had a lot of materials that we suspected was stolen. We did identify that some of the property came from Cheverly residents and we have obtained an arrest warrant for that individual. He is homeless, but we will be looking out for him. We do want people to call even if you did leave your car unlocked. It also helps us best react to situations and make look outs. From 5pm to 5am you can call our officer who has a cell phone with him for things you see that are suspicious to let them know.
Recreation Council
Ms. Pejokovich the next meeting will be the 23rd at 7pm. On October 4th we will have our flea market. Please come and purchase items. The table money will go to the scholarship fund and we gave 3 last year. Tables are only $15. We will have a baked good table at Public Safety Day to raise funds for the families of fallen police.
Green Infrastructure Committee
Mayor there is going to be a rain barrel workshop on the September 20th to help you keep your rain water on site. We keep in on off the streets and keep the water out of the stream to keep erosion and pollution out of the streams. It will be approximately $50 and the County will give you a check if you put 2 rain barrels at your home.
Mayor tomorrow morning the Town of Cheverly be recognized as a Sustainable Community. Dave Kniepp worked on this and the Maryland Municipal League will be awarding this designation.
Cheverly Planning Board
CM Eldridge there was a meeting this evening with MNCPPC personnel and interested parties regarding plans for different trail connections between the Anacostia River Trail and the Town of Cheverly.
Citizen Input
Clarene Haegle, Malcolm Augustine and Fred Price, Jr. we are three of the Cheverly Village Planning Community and our goal is to help senior citizen’s age in place and not have to leave Cheverly. We are now recognized as a Town Organization thanks to Mr. Larry Beyna. We want to find out what works best and what may be some of the pitfalls.
Mayor and Council Announcements
CM Riazi we have two dates for the Cheverly Village Group, on September 17th it will be here and on October 26th from 2-4pm.
CM Thorpe the Ward 4 Civic Association meeting will be Monday the 15th and elections will be run at the meeting as well.
CM Cooen the next Market will be next weekend on the 20th.
CM Cook the construction on Joslyn seems to go smoothly and I want everyone to continue to watch to make sure the developer is being compliant.
CM Eldridge will be movie night tomorrow night, bring a blanket. The presentation that was given will be on our website. The Bike/Walk to School Day is coming on October 10th.
Mayor we had an all day concert at Capital Plaza last weekend and we are working to address this issue. The Worksession items are: Traffic Control in old ward 4, Free Little Library in Legion Park, Animals off Leash on and off property, Bamboo Conversation and Capital Projects.
Discussion Raising the Speed Limit on Joslyn Place
Mayor we have already discussed this during Citizen Input. State laws have been changed to require a minimum of 20mph for the implementation of speed cameras on a roadway. Joslyn is currently 15mph and in order to use automated enforcement, we have to change the speed limit to 20mph.
Adoption O-8-14 Extending Cable Franchise
Mr. Warrington this is a non-codified Ordinance that extends our Cable Franchise Agreement with Comcast. The Cable Consortium has asked that we passed this as our franchise has expired and this Ordinance will allow Comcast to continue during the negotiations.
- CM Thorpe to adopt O-8-14 extending the cable franchise agreement. CM Cook seconded. Approved 6-0.
Second Reading O-6-14 Amending the Violation Section 27 Regarding Vehicles
Mr. Warrington this is a housekeeping matter. We found in reviewing the Code that this section does not include a civil violation as a means to write a ticket. It lists a civil violation related to speed enforcement, but not a stand alone civil violation. This ordinance adds that option under the violations section.
Second Reading O-7-14 Amending the Section 27 Amending Snow Emergency Parking
Mr. Warrington this matter was brought to the Mayor and Council by the Director of Public Works. This is an addition to the Code that prohibits parking that hinders or impedes snow removal. We have about three locations in Town where legal parking makes snow removal almost impossible. Rather than eliminate parking for these residents for 365 days in the chance we will get snow, we would want to add this section which will have these areas cleared of parking in order to make snow removal efficient and to keep us from hitting residents cars with the plows. We will do a resident information blitz to make the residents in these three areas that we will be utilizing this section.
CM Eldridge is the Town Attorney okay with this and towing vehicles under this change.
