Meeting Minutes
January 10, 2013
Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs Coolen, Eldridge, Thorpe, Cook.

Chief’s Report
Mayor the Chief 2012 was our best year of monthly statistics since we started keeping statistics in 1978. Our crime is down 30% and only had 17 burglaries this year. Stolen autos are down 25%. The only crime that went up was robberies that went up 40% which was from 7 to 10. The biggest reduction and deterrent to crime are the town residents that live here. Our crime comes from outside the Town and we rely on residents to keep us informed as to what is going on around them.
CM Eldridge have you seen any results from the TNI that has occurred to the south of the Town in other areas.
Chief Robshaw their strategy was successful, but I did not see the pushing of crime our way. We have worked with them and kept up on how to prevent that from occurring.
Mayor I want to thank the Cheverly Police force for all they do above and beyond police work for such things as Cheverly Day and Truck Touch etc.
Cheverly Champion Tree Contest
Ms. Shiela Salo noted the process for judging the trees and that the winners were on the Cheverly Green Plan website. The trees are on private land and public land.
Mr. Dan Smith noted the benefits of trees to the community and the environment. He also noted that the process of measuring trees was developed by a Maryland resident since the 1940’s and Maryland has a number of National Champion trees.
Mayor presented the Champion tree awards. The awards will be ongoing as residents continue to identify big trees. Noted that Harold and Pat Belcher have a County Champion tree on their property.
Holiday Decorating Contest Recognition
Mayor noted the process for judging lighting. It is a totally subjective contest as to whatever display amuses them. We do try to identify one with kid appeal and classic decorating as a standard category. Mayor presented the noted decorating winners.

Recreation Council Report
There was no report.
Green Infrastructure Report
Mayor the Green Infrastructure Committee is moving forward. If you want to participate, please come to the meeting at 7:30 on the second Monday of the month.
Cheverly Day Report
CM Thorpe Cheverly Day is May 18th and we would like all of you to participate. Bring your friends. We will have a market in the morning and then transition to entertainment. Please plan to attend. The meeting is at 7:30 pm on the first Tuesday of the month.
Planning Board Report
CM Eldridge we had representatives from MNCPPC and we finalized the results of Envision Cheverly and discussed the Landover Road Sector Plan. Another meeting for that is coming up in a week at the PG Ballroom. I would like to see more of my Cheverly neighbors at the meetings. What comes out of this plan will help shape what we see on Landover Road over the next 10 years. The next meeting is the last community meeting before it goes firming things up.
Citizen Input
Mr. Norm Oslik Ward 2 co-chair of Progressive Cheverly and wanted to invite residents on Friday, January 25th to a forum with the 47th Delegation. It will be at the Hoyer School at 7pm. At our regular meeting on February 7th we will be discussing fraking.
Mayor and Council Announcements
CM Eldridge the Weekday Nursery is having a fundraiser at Franklin’s on January 8th and if you let them know why you are there then a percentage of your bill will be donated to the Weekday Nursery.
CM Coolen there is not much going on. The Mayor and I have been working with Smith Brothers to knock down the noise we hear on a nightly basis to block their operation noise and they have promised a sound barrier to be constructed. Maybe it would be a good idea to send an email to the town if you hear grinding noises, I have not discussed this with the Mayor yet but we would like to know where the noise is being heard.
CM Eldridge I want the Town to see what we can do to fight a trash transfer station, which is being proposed outside of Cheverly.
Mayor I want to put that on the Worksession agenda and we hope to have more information as we were only informed of this a few days ago.
Mayor discussed different types of booms and noises. We will be meeting with the CSX representatives to understand their operations and the typical sounds they generate. Thanked the 47th Delegation for their assistance on numerous items.
Second Reading – CAR-1-13 Amending the Tax Cap
Mr. Warrington this legislation amends the portion of the Charter regarding the Tax Cap by actually eliminating the Tax Cap.
Mayor this is not the tax rate, but rather the tax cap. The Tax Cap is a clumsy mechanism for controlling taxes.
Mayor the last thing I want to do before we adjourn because I am really bad about reading and following the agenda is a discussion of the upcoming Worksession agenda. We will be discussing: the Tax Cap, Trash Transfer Station, Backyard Chickens, Zone Parking, Potential Annexation, Amending our Personnel Section of the Code, Booms and Noise Group, Fuego Night Club and a Pedestrian Safety Issue.
