Meeting Minutes
    November 14, 2013

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Eldridge, Coolen, Rodgers, Cook.

Town Administrator’s Report

Mr. Warrington first the Worksession is moving to next Thursday to avoid Thanksgiving.  Public Works is out for leaf collection and if we catch-up we will get other streets, but we will be by on your scheduled day, even if we go by early.  Plastic bags can be used until January 1st this year.  The County has banned all plastic bags.  We will be collecting via brown paper bags from Lowe’s, Costco and Home Depot or you can use containers.  The vacuuming is a great way to go.  If we figure out a way to process the bags in a non-labor intensive manner then we will be able to utilize the bags.  The Mayor and Council authorized the purchase of a wood chipper that was very useful as we rented a cherry picker truck for the past month and this allows us to save trips and man hours hauling tree limbs to the Upper Marlboro yard waste facility.  We have wood chips in the Town Park, if anyone wants to help themselves.

CM Eldridge is it okay to push leaves out to the curb when they want. Do people still need to bundle and tie limbs?

Mr. Warrington we don’t want them in the street because of catalytic converters and going into the storm drains.  We do want them between the sidewalk and the curb. People still do need to tie and bundle their limbs, as it keeps our crews efficient.







Chief’s Report

Chief Robshaw our crime rate has been a yo-yo this year.  It gradually goes up and gradually goes down.  Our rate is up 15% from last year, but compared to every other year less last year we would still be lower than any year since 1984.  Just a reminder you can not use any hand held communication device while operating a vehicle or in a travel lane.  Our resident radio program has been very helpful and we now have a lookout as a result of their help.  We are looking for a tan Quest minivan with Maryland tags occupied by a white male with short blonde hair and tattoos on both arms.  Call if you see this vehicle.  Our brand new black Ford Explorer Police vehicle was purchased entirely with funds obtained by vehicle donations.

Committee Reports

Recreation Council Report

CM Eldridge The Holiday party will be December 7th at 11am.  There will be crafts, Santa, and snacks.  Call Barbara Pejokovich if you are interested in helping.  The holiday tree lighting will start here on Friday the December 6th and then move to Legion Park for the Yule Log.

Green Infrastructure Committee

Mayor there was a meeting the other evening and there are some things listed in the Newsletter as to things you can do around your home.  They are trying to bring different speakers into Town to talk about stromwater.

Cheverly Day Report

Mayor it is scheduled for May 31st.  There will be a meeting here next Thursday.

Planning Board Report

CM Eldridge the Planning Board met on Tuesday night and went to Plan Prince George’s Public Hearing.  The new plan focuses on priority investment areas.  Cheverly is classified as a suburban, regional area.  The public comment period lasts another 25 days on the website.

Citizen Input

Ms. Latonya Thomas I live in Ward 3.  I would like to read into the record and submit a letter.

Mayor and Council Announcements

CM Coolen if anyone in town is interested in donating to the typhoon relief efforts, then you can donate to directrelief.org.  A week from Saturday, November 23rd is the Holiday Market.

CM Cook I am happy to report that Walgreens will be opening on November 22nd.
   
CM Eldridge with the daylight savings time change be aware of kids getting off school buses.  MNCPPC is planning on upgrading the Euclid Park playground equipment and we are hoping to get them in here to gain input from the citizens.

Mayor the idea of little free libraries are coming to Cheverly.  Doug Alexander is willing to donate some newspaper boxes for this and we are looking to brand them with a Cheverly flavor.  We have put in some pet waste dog stands and we have one here in Town Park by the tennis courts.  Worksession items will be: Variance Request for 2803 Cheverly Avenue, Gast Park Shade, Town Park Stage, Amending the M&C Police Take Home Policy, Budget Adjustment for Land Acquisition and a Budget Adjustment for Land Acquisition.  We will not have a Worksession in December.

Introduction O-1-14 Dangerous Weapons Amendment

Mr. Colaresi this Ordinance does nothing more than what the State law already lays out what is and isn’t legal.  The state law does allow us to forbid dangerous weapons in our public facilities and we are doing that.  Maryland is rather stringent on what weapons they do allow.  It forbids all heavy hitting weapons and regulates handguns and rifles.

Introduction O-2-13 Amending the Housing Section – Smoke Detectors

Mr. Warrington this Ordinance addresses smoke detectors in single family rental properties.  Our Code references the County standards and we are adding two words to include AND STATE in order to require compliance with the County and State laws.

Introduction CA-6-13 Annexation – Ward 2

Mr. Warrington this is a Charter Amendment to expand the corporate limits of the Town of Cheverly.  The Town has purchased a property next to Pinkey’s Park, which we will remove and add green space to Pinkey’s Park.  We will bring Pinkey’s Park into the corporate limits of the Town of Cheverly.  We are going through the process of cutting off utilities and contacted our environmental specialists to see if remediation is necessary.  We hope to be blending it into the current park in the spring.  This will be up for adoption at the December Town Meeting and will become final in early February.  We purchased the property for the appraisal price of $35,000.  We will have some additional expenses regarding the removal, but it will be an asset to the Town.

Introduction R-6-13 Authorizing – Annexation Extension of Services

Mr. Warrington this Resolution outlines the services we are going to provide such as police services, refuse collection while the County is still responsible for Fire Protection.  It is a requirement of State law to formalize and makes part of the record what we are going to do for the new area to be annexed.
