    September 12, 2013

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Riazi, Coolen, Eldridge, Thorpe, Rodgers, Cook.

Agenda/Approval/Changes

Mayor added item 10, which is authorization to send a letter of thanks to Prince George’s County supporting the relocation of the Hospital Center. Also, the Mayor and Council will not be adjourning to Executive Session as was scheduled.

Town Administrator’s Report

Mr. Warrington noted that the Chief will address a road closing on 64th as a result of a water main break that is occurring as we speak.  

CM Riazi asked about the NPS homes and Mr. Warrington responded that the Department of Interior is out to bid on the removal of the homes.

Chief’s Report

Chief Robshaw regarding 64th Avenue they have been looking for a pipe rupture and the road could be closed for a couple of days.  I will be heading over there this evening.  We will be working with our residents to get them out.  Our good news bad news is that we had 29 incidents and 22 were thefts from autos.  The good news is that we arrested the gentleman responsible and have closed out all 22 cases.  On September 25th from 5:30 -8 will be our Public Safety Day with food from 3 Brothers and it will be held at Town Park.  I am looking for volunteers to help with the food serving.  On October 1st you can not have a cell phone in your hand and it is a primary offense and can be ticketed for that.  If involved in an accident the penalties are severe.

CM Riazi is there also an October 1st seat belt law going in effect for front and back seat and do we have anyone trained on infant seats.

Chief Robshaw I will expand on that in the Newsletter, but seat belts must be worn if available.  We do not have anyone currently on staff that can do child seat inspections because it is a 7 day course, but the County Police have officers on staff that can provide an inspection.

Committee Reports

Recreation Council Report

Barbara Pejokovich our Fall Flea Market will be on October 5th and all the tables are sold.  The next recreation council meeting will be Tuesday the 24th and all are welcome.  The Halloween party will be October 26th at 3 in the afternoon.

Green Infrastructure Committee

CM Riazi noted that there was a discussion at the Town Park stage.  There was a review of some of the work related to wisteria.

Cheverly Day Report

CM Thorpe we had a productive meeting last Tuesday and we are looking for Cheverly Day on May 31st this year.  We are looking for any individuals and/or ideas for Cheverly Day.

Planning Board Report

CM Eldridge the Planning Board meets the second Tuesday of every month from 7:30 to 8:30 and all are welcome.  We discussed the Pointe @ Cheverly project, the Kenilworth Industrial Park study and Envision Cheverly.   There has been a request for a one page synthesis of all the plans around Cheverly in order to have people be able to reference a summary sheet.

Mayor on October 10th memebers of MNCPPC will be here from 6:30 to 8pm and they will be discussing the Kenilworth Avenue Industrial Park Study. At the next Worksession, MNCPPC will be there to discuss the wrap-up of the 202 Study Plan.  I will make sure the synopsis is available.

Citizen Input

Mr. Steve Brennan of the American Legion and I have been asked about the scholarships mentioned at the last Town Meeting.  Mr. Karl Koles is here tonight and he is veteran from the best generation, from World War II to talk about the scholarship program.

Mr. Karl Koles discussed the American Legion Scholarship Program that was started in 1938 and currently going strong today.  This oratory contest focuses on the Constitution of the United States.  He noted the process and the funding available.  The Mayor and Council are encouraged to get the youth of our community involved and entered in the contest at the Post, County, District, State and National level.

Mayor and Council Announcements

CM Coolen  the County DER is holding a series of workshops around the county to address stormwater.  There is one in Bladensburg on October 22nd from 6:30-8:30.  This will allow you to lower your tax burden.  I want to remind everybody that there will be a Community Market this Saturday from 8am to Noon.  

CM Eldridge I would like to congratulate Robin Barnshell who has been appointed to the Prince George’s County Ethics Board.  The GNS PTA on October 1st will be meeting and will have persons from the PG County background check operation.  It is $7 for one year and a lifetime is $63 if you wish to volunteer in the PG County school system.  Thanks to all who came to movie night at GNS we raised $1,000.
   
CM Cook please be mindful of the speed limit and that the speed cameras are being moved into Ward 6 soon so be mindful.

Mayor I want to mention Cheverly Private Yard Tree Program.  It is time to put trees in our yards.  If you would like a tree, please call Public Works at 773-2666.  The Worksession agenda is going to be: MNCPPC for 202 Corridor Study, perhaps a Walgreen’s representative, Dangerous Weapons drafted legislation, Share Program, Smith Electronic Recycling Center.

Discussion of Proposed Legislation Regarding Dangerous Weapons

Ms. Warrington we don’t have any legislation before us as the Town Attorney met with the Council and he has instructed to re-draft legislation for introduction.  What we are looking at is replacing the deleted Section 20-4 of our Town Code, which was not in compliance with the State law and bring in elements that are compliant with the State law.  We currently do not allow firearms in our Town Parks unless you are an authorized law enforcement officer and we are looking to add language that mirrors this for all our Town buildings.

Authorization to Send a Letter of Support for the Hospital Center

Mayor this is a letter to Mr. Ben Stephan to support the new Prince George’s Hospital Center relocation.  

  • CM Eldridge to authorize a letter of support for the certificate of need for the Prince George’s Hospital Center and its relocation.  CM Rodgers seconded. Approved 6-0.
