Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.
In attendance: CMs Riazi Eldridge, Coolen, Cook and Thorpe.

Town Administrator Report
Mr. Warrington noted that we are finally finished with Belleview Avenue except for the speed humps. Our Auditors have been in and we should make our October 31st deadline. We did not begin work on 63rd due to weather. It is from the top of the hill to the alley.
CM Riazi could you tell us when to expect speed humps being replaced on Belleview? Mr. Warrington I will have to get back to you with that.
Mr. Warrington we will put changes to the leaf collection schedule due to weather on the website. Our clear bags are ground in the hopper and are 5 dollars for 50.
CM Eldridge do we have any design changes on the Parkway re-design. Mr. Warrington I do not have an update yet.
Police Department Report
Chief Robshaw September 30th was a historic day in Cheverly as it was the lowest crime month we have had on history in this Town for that particular month and the lowest this year. October 24th is the Ward 2 meeting and on November 7th for Ward 6 and November 9th for Ward 1 at 7pm in the Police Department Conference Room. We had a little over 300 attend and we raised $250 from our bake sale and this goes to the Hero’s fund to aid the police and firefighters lost and this past year there were 6 individuals. Trick or Treat will be held on the 31st. Please still consider donating a vehicle to the Cheverly Police Department we have been able to purchase 10 new citizen radios as a result of vehicle donations.
Committee Reports
Barbara Pejokovich Tuesday the 25th will be the Recreation Council meeting in the Conference Room and all are welcome. Saturday October 29th at 11:30 in the gym will be the Children’s Halloween Party. The parade will begin around 11:15 from Gast Park to the Community Center. Trick or Treating is on October 31st from 6-8.
CM Thorpe the best news is that Kathryn Andrews will be doing a booklet this year.
Citizen Input
Ms. Joyce Lang just to bring you up to date about Peace. Camp 2011 had 40 participants that met at the American Legion. We are asking for small donations from individuals and the large donations from other organizations. Little Friends for Peace is a non-profit and is tax deductable. The Woman’s Club is planning on raffling off gift baskets to raise funds in December. The Girl Scouts will be doing the Secret Shop and they will make a small donation to Peace Camp and the Woman’s Club will take over the food portion of that event. There will be a Peace retreat on October 25th in Accokeek. Anyone interested get in touch with me.
Mayor and Council Announcements
CM Coolen I have quite a few. Please come on October 25th for the Ward 2 meeting. The last community market is Saturday October 22nd. There will be 2 holiday markets as well. On October 29th after the Halloween Parade at 2pm GNS will be holding their Fall festival from 2-5. The next GNS PTA meeting will be Tuesday night at 6:30 pm and there will be babysitting. Progressive Cheverly on November 3rd with County Executive Rushern Baker.
CM Cook wanted to thank Delegate Summers and Senator Ramirez for working with SHA to have the acoustical study performed for decibel readings.
CM Eldridge the GNS PTA meeting is open to anyone in town you don’t have to have a student there. I attended the Anacostia Trails quarterly meeting and they have been working on the War of 1812 celebrations. The ball is in their court regarding boundary designations. The Planning Board finalized a survey that will be called Envision Cheverly to see what their vision will be for the community in 20-30 years. On November 4th there will be a ribbon cutting for a section of trail from Bladensburg to almost Route 50.
CM Riazi a group of Cheverly residents are trying to move forward with aging in place in Cheverly. Anyone interested in participating in this process, please feel free to contact me.
Mayor The October Worksession agenda is: Discussion of Ethics Exemption, Communications and Technology Committee Report, Sustainable Maryland Certification, Street Light Request for Ward 6, Street Light and Water Discharge Policy, Discussion regarding Holiday Decorating Contest, 47th Delegation Meeting Review, Grant Applications Procedures, Soundwall Discussion and Take a Cop to Shop Grant Request.
The Holiday Celebration held by the Town includes the lighting of the holiday tree.
CM Riazi noted that the Tree lighting will be November 2nd. It will start at the Community Center and the focus will be giving to the Cheverly family. We will collect food, collect signatures for Peace on Earth and we will prepare cards for the Troops. We want this to be a lively Cheverly event. We want to step up the coloring contest and have an essay. We will then go from the Community Center and then go to the tree lighting and have a Yule log light.
Adoption of R-6-11 Establishing the Green Infrastructure Committee
Mayor noted that the Town is adopting and establishing the committee and will be adding members as we go.
- Motion CM Riazi to adopt R-6-11 establishing the Green Infrastructure Committee. Seconded CM Cook. Approved 5-0
Sustainable Maryland Program
Mayor I believe we will be passing a Resolution to begin the process of becoming a Sustainable Maryland.
CM Eldridge I have tailored the resolution, it should be in your email box, toward Cheverly. I think this certification provides us with technical resources as we move on to bigger and better things.
Mayor there is a point system based on what is going on in your Town in order to qualify for the designation of a Sustainable Community.
Mr. Dave Kniepp the basic program requires 150 points to be certified and there is a total of 700 points available. There are points for the Community Market, the Wind Turbine, Recycling and the Community Garden.
Second Reading Ordinance O-7-11 Amending Temporary Parking
Mr. Warrington this item is before you today for introduction and contains a very minimal number of word changes to the current code. It will allow the Town Administrator to set temporary no parking zones from 30 days to 150 days and includes the term Photo Enforcement Devices as an additional restricted area so that you can not park so as not to block the devices. With our new speed cameras are portable and we did not want the Mayor and Council to continuously be declaring No Parking zones throughout the Town. A parked car may block the camera. If we can set it up to not impact any area that is 25 feet within the intersection, but in some cases we need some extra room. If you block one of these it will become a violation.
Mayor these are meant to be mobile devices and are meant to change locations to change the habits of only slowing down where you know they are and we want you to slow down thoughout.
Introduction of Ordinance O-8-11 Amending the Spillage of Material on Streets
Mr. Warrington this item is before you today as a result of a situation that was brought to our attention by a Councilmember where a vehicle was leaking a great deal of oil on the street. I could have been a quart every two days. When we checked the Code we found we had no statutory means to address this matter. We are therefore offering this legislation that will allow us to address these type of situations. We will not be citing citizens for a drip here and there, which almost every car has. We will use this for very serious violations. After all what is spilled on the streets ends up in the stormdrains and in our waterways. We have also updated and modernized by removing some outdated references in this section such as spilling manure on the roadways.
Mayor we are eliminating the words of spillage from any cart, wagon or dray. So, we are modernizing and although it is a green initiative it is more than that because it affects our streams and it destroys our streets.
