Meeting Minutes
September 9, 2010

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs Riazi, Watson, Eldridge and Schachter.

Town Administrator Report
Mr. Warrington we are in the process of preparing our leaf machines.  We have purchased a new lawn orange lawn mower that you may have seed and we are in the process of purchasing our first natural gas power lawn mower.  EPA may be phasing out gasoline powered, commercial, riding lawn mowers.  Tomorrow morning there will be a walk through of the timing of lights along the Columbia Park Road Bridge and residents are welcome to provide their input.  

Mayor Callahan if you can’t make it, please email your input.

CM Watson did you need something from the Mayor and Council on the 64th Avenue green street? Mr. Warrington no, the Mayor and Council asked the staff to have something for the next budget session and staff has met with County stormwater personnel and that is in the works.  The suggestion for the Chesapeake Bay Grant for green street planning we didn’t want to double up on the planning.  So, we are going for the grant for planning a filterra type process to include in our 63rd paving and incorporate this into our bidding process, if the Mayor and Council think it is cost effective in the spring.

CM Eldridge it looks like some repairs were needed for the building. Do we need to make a budget adjustment? Mr. Warrington no, we took it out of the existing accounts.  CM Eldridge a note of appreciation from constituents regarding the post in the alley.  I want to note the need to reduce speed on Route 202 and if a pedestrian is involved in an accident at 45 mph then they have an 85% chance of death while at 35 mph that chance drops down to 45%.

Mr. Warrington we are appealing that denial to locate speed cameras on Route 202.  We hope to have an answer from SHA within a week.

Mayor Callahan does a natural gas mower cost the same as a gasoline mower?  Mr. Warrington believe it or not they are almost the same.  Mr. Torres has told me that with 16 hours per tank, the pay back is actually better than a gasoline mower from that aspect.

Police Department Report
Chief Robshaw since we began keeping our statistics in 1980 we have just had the lowest number of events (19) this past August.  3 B&E’s were just closed and two more were closed via an arrest in D.C. Also, of the 19 events, 8 were theft of services from someone leaving Howard Johnson’s without paying.  We have put in for pedestrian and computer grants.  Public Safety day will be Tuesday, on the 21st of this month.  The event is from 5:30-8:00pm.  Starting October 1st this year you can not operate a motor vehicle in Maryland unless it is hands free.  We have had a good number of donations of vehicles to the Town and we have bought new computers for our station.  We are as technologically advanced as we can be at this moment.  

Committee Reports

CM Eldridge announced that the Flea Market is the 1st Saturday of October, October 2nd and there are a couple of tables left. Tables are only $15. 301-773-5883.  The Halloweeen Party is Sunday, October 31st.  The parade starts at 3:45 at Gast Park and the party is at the community center at 4.
CM Watson the Cheverly Day Committee is preparing for Saturday May 14th which is Cheverly Day which is a month after our 80th birthday.  Go to cheverlyday.org for updates and meeting times.  The Mayor is the parade chair and talk to him if you have ideas.  Mayor Callahan I am looking for input and creativity.  Please get me ideas.

CM Eldridge there will be a meeting of the Green Infrastructure Committee on Monday September 13th 7:30-9pm.  At the next Community Market there will be a green presentation.  

Citizen Input

Mayor and Council Announcements

CM Riazi not only because school is in but, a lot of our roads are narrow and it is important that we try to control our speeds and stay in our lanes.  On Belleview Avenue please be extra cognizant in this area.

CM Eldridge Gladys Noon Spellman has a PTA meeting next Wednesday at 6:30pm. There will be a bike to school day on October 6th.  Last year we had over 100 kids ride from Legion Park to Gladys Noon Spellman.  We want to exceed that number this year.

CM Watson I have a question.  Are we okay or do we need to put Medical Terrace on the Worksession. Okay.  

Mayor Callahan this weekend is the annual SIDS walk in Greenbelt Park.  Please make sure you get to Public Safety Day.  I would really like to see all the teenagers come.  Two citizens have decided to put together an adult basketball league and it will be starting on Wednesdays at 7:30 pm on September 22nd.  The current age limit is 35. For the Worksession we have: the building use policy, commercial vehicle cover regulations, discussion about the dead tree policy and procedures, Director of Public Works annual update, pros-cons of a State shared revenue program resolution, electrical upgrade of Legion Park, Gast Park equipment and the Medical Terrace update.  

Second Reading O-4-10 Amending the Speed Hump Process

Mr. Warrington this Ordinance is before you as the second reading. What we are doing in this Ordinance is removing the requirement to post a legal ad for the public hearing in a newspaper of record.  This is expensive and in this day and age not overly effective.  This ordinance will take it out of code as a requirement.

CM Eldridge I would support this since we do a good job of notifying people.  The one question I have is whether we should put in the ordinance posting on the website.  Mr. Warrington we do this as a practice and don’t have to put it in the ordinance.

Mayor Callahan MML is addressing this issue because many Charters require advertising and what we are proposing with this Ordinance is in alignment with what is going on in the state.

CM Schachter I have a Council announcement on behalf of the 4th Ward Civic Association at a getting to know your neighbor pot luck meeting on September 20th at Boyd Park from 6:30 pm to dusk.  Bring a dish to share.  Contact Tina by September 18th if you plan to attend at cookedy@yahoo.com.

Authorization –Award of Bid Youth Program Development

Mr. Warrington the Mayor and Council have budgeted to get a professional organization to do an analysis.  We put out a Request for Proposal, the Mayor and Council reviewed, we did an analysis of the references.  Precision Research and Evaluation of Upper Marlboro is the name of the company.  A budget adjustment is necessary, since the amount in the budget is not enough for the contract.

  • Motion CM Watson to authorize a budget adjustment in the amount of $5,597 to account 01-06-1800 and to authorize the award of bid to for the development of a youth program to Precision Research and Evaluation to conduct a comprehensive assessment in order to determine a program for the youth of Cheverly.  Seconded CM Riazi.  Approved 4-0
Public Hearing – Request for Speed Hump 2900 BlockHillside Avenue
 
Mr. Warrington this public hearing was opened at the last Town Meeting and there was a question as to whether one or two speed humps would be necessary.  The Director of Public Works has made a suggestion for the two speed humps.  A mailing was sent to the folks for where they were to be located and installed orange stakes indicating their location.  You will have to close the meeting and then direct staff to install the two speed humps.

Mayor Callahan is there anyone in the audience wishing to comment before I close the public hearing.

Ms. Alfreda Jones ward 6.  I am very supportive of this and we need to get them installed as quickly as possible.

Mayor Callahan closed the public hearing.  Noted that CM Tevault would have liked to be here to make the motion.

CM Watson is there an interest on the Council to promulgate this resolution for signature?
