Meeting Minutes
February 10, 2005
Call to Order
Mayor Mosley called the meeting to order at 8:00 p.m. in the Cheverly Community Center. There were 3 citizens in attendance.
In attendance: Town Administrator David Warrington, Attorney Colaresi, CMs Cullen, Ford, Oslik, Schachter and Watson.
Pledge of Allegiance
Mayor Mosley opened the meeting with the Pledge of Allegiance.
Agenda/Approval/Changes
There were no changes.
Town Meeting Minutes, 1/13/05
The minutes were approved as written.
Worksession Minutes, 1/27/05
Mayor Mosley said that there was a motion by CM Oslik to close the meeting that was seconded by CM Watson. The purpose of this motion should be added “to obtain counsel from the Town Attorney and to discuss a personnel issue.”
CM Watson moved to amend the Worksession Minutes. Seconded by CM Ford. Unanimously approved.
Administrator’s Report
Mr. Warrington announced that next meeting of the Recreation Council would be on February22 at 8:00 p.m. The Flea Market will be on April 2 from 9:00 –2:00 p.m. Calling 301-773-5883 can make reservations. They will be taken staring March 1 at $15 per table.
A meeting was set up with a Park and Planning staff planner and senior official to discuss the new Police Department building. The staff planner was not present; however, they were able to meet. Park and Planning was adamant regarding departures for parking and landscaping design. Staff will work to accommodate their desires.
CM Oslik asked for clarification on the landscaping issue. Mr. Warrington summarized that if the buildings’ square footage is increased, then Park and Planning's requirements call for a set amount of landscaping.
Mr. Warrington responded to CM Oslik that there is no immediate deadline to use grants money awarded from the State on this project. The Town is currently drawing on monies awarded.
Discussion regarding trees on the drive and storm water management.
Police Report
Police Chief Jeffery Krauss summarized that the 2004 Annual Crime Report was published in the last Newsletter. There was a 15% reduction across the board in reported criminal incidents and a 22% reduction in stolen autos. Three break-in cases have been closed, and there is a warrant for a fourth. The arrests were the result of eyewitness testimony. Chief Krauss met recently with Public Works to give them instructions on how to recognize suspicious behavior. Radios have been installed in all Town vehicles.
Out-of-state registration warnings are now being issued. Residents who live in zoned parking areas are required to renew/obtain 2005 stickers. There are about 500 homes affected by these zones and to date, only 90 stickers have been issued.
The next Neighborhood Watch Meeting is March 19 at 6:30 p.m.
Mayor Mosley added that former CM Wickersty forwarded a complimentary letter to an officer as a result of his assistance in a recent case. She would share the name of that officer with Chief Krauss off the record.
Chief Krauss responded to CM Oslik, that the police are aware of the vandalism issue. Although hard to catch, witnesses are key to identifying perpetrators. These incidents have been occurring in the evening and usually involve youths.
In response to CM Watson, officers will ticket vehicles parked in zoned areas without a sticker.
CMs Watson and Cullen suggested putting reminders on cable and the website. Mr. Warrington added that reminders were on cable, but were taken down once the deadline passed.
Mayor and Council Announcements
Mayor Mosley summarized the Worksession Agenda: Discussion on proposed dog park; lighting pathway along Valley Way and 59th Place; audit and management letter for FY’04; and the email policy.
Mayor Mosley thanked the Planning Board members for editing the letter to Park and Planning for the Green Infrastructure Plan.
CM Oslik moved to excuse CM Adegboyega. Seconded by CM Schachter. Unanimously approved.
CM Oslik stated that the Oversight Panel Report on Prince George’s Hospital (PGH) was released yesterday and he was disappointed in the results. Those interested in reading the report can find it on the County’s website.
CM Watson reported that the Zip Code committee would meet immediately following the Neighborhood Watch meeting on March 14 at Town Hall. He has mailed letters to Congressman Wynn and Senators Sarbanes and Mikulski on the issue. Mayor Mosley suggested he also copy Congressman Hoyer.
Mayor Mosley reported that a date would be set soon for a meeting of the Metro Development Task Force.
Committee Reports
Cheverly Day Report
CM Watson announced that the next Cheverly Day is on June 11. Volunteers and ideas are needed. The day will begin with the Cicada Crunch 2 - Dash for Diabetes 5 K Run/2K Walk. The day’s events will begin earlier this year. Opportunities for town organizations include: sponsoring a vendor, being a vendor, and purchasing ad space on t-shirts and in the program book. There will be two t-shirts this year, the Cheverly Day t-shirt and a race t-shirt. The race t-shirt will include an ad. Race t-shirts will be given to runners free, the Cheverly Day t-shirts will be sold through Cheverlyday.com and limited supplies will be sold on Cheverly Day. The copy deadline for this years’ magazine is the first week of April.
Committee meetings are held the second Tuesday of each month.

Proclamation Honoring Elizabeth Gibbs, 100 Year Old Resident, 2/14/2005
Mayor Mosley read the proclamation designating February 14, 2005 as Elizabeth Gibbs Day.
Discussion Pathway Lighting Valley Way, 59th & Chev-Tux Park
CM Watson summarized that the pathway runs from the side of the Hoyer parking lot along the town border to where Valley Way and Beecher intersect. This project could be financed in the coming FY Budget.
CM Warrington suggested amending the Master Plan to include the pathway lighting; thus it will be addressed during budget discussions.
Attorney Colaresi added that there is an agreement with the Board of Education regarding that area. He would like to know whether the Board of Education has input because it is their property.
Mayor Mosley asked Mr. Warrington to start the administrative process for this item.
Mr. Warrington stated that he would provide drawings of the proposed lighting.
Mayor Mosley asked if lighting could be tied in to 911 blue lighting systems.
Mayor Mosley removed the Appointment of Election Judges off the agenda. It will be deferred until the Worksession.
Resolution R-03-05 Appointing Election Clerks
CM Ford read resolution R-03-05, Appointing Election Clerks Mary Jane Ulrich, Susan Rosnick and Janet Isaacson.
· CM Oslik moved adoption of Resolution R-03-05 Appointing Election Clerks Mary Jane Ulrich, Susan Rosnick and Janet Isaacson. Seconded by CM Cullen. Unanimously approved.
Resolution R-01-05 Appointing Election Supervisor
CM Ford read resolution R-01-05 Appointing Election Supervisor Joseph Pruden for a 2005-06 term.
· CM Ford moved adoption of Resolution R-01-05 Appointing Cheverly Board of Election Supervisor Joseph Pruden for a two-year term. Seconded by CM Cullen.
