1.  General Order – Vest Cameras
        Decision Required: None.

The attached General Order addresses the policy and procedures for the use of the Police Department vest cameras.

2.  Ordinance O-2-13 Amending the Parking Section
        Decision Required: Whether to introduce.

Currently the County Zoning Code does not allow the parking of any dual wheeled vehicle in an R-55 zone.  The Town specifies this as well in its off-street parking restrictions.  Although implied, due to the County restrictions, it does not denote the same restriction for on-street parking.  This Ordinance will specifically state such a violation.

3.  Ordinance O-3-13 Amending the Vehicle and Traffic Section
        Decision Required: Whether to introduce.

There have been numerous complaints regarding persons walking, jogging and pushing strollers in the street when a sidewalk is available.  The Police can write a citation for this under the State Code.  The Staff is requesting this Ordinance to place the State Code language in the Town Code and making it a Municipal Infraction, thus allowing the Code Enforcement Officer to issue citations for violations as well.

4.      Bee Keeping at the Community Garden
        Decision Required: None

Attached is the manager of the Community Garden’s request for permission to establish a bee hive at the Community Garden.  Permission can not be granted as it violates Section 4-7 of the Town Code.

5.  Department of Interior Houses
        Decision Required: Whether to take legal action.

Attached is a timeline regarding the three houses located in Ward One by the Baltimore-Washington Parkway.  The Town Attorney will be providing legal advice to the Mayor and Council.

6.  Town Park Plan Schedule
        Decision Required: None.
        
The Neighborhood Design Center made a presentation at the last Worksession and this is an opportunity for the Mayor and Council to comment and provide feedback prior to the first public hearing in April.

7. Grant – My Cheverly App
    Decision Required: Whether to send a letter to SHA.

    A resident has built a mobile app that can be used by any Cheverly Resident for the purpose of     accessing information about Cheverly. ~The licensing fee for 5,000 copies is $300. ~The       conversation is whether the council would be willing to fund this grant. ~

8. Grant – Bladensburg Senior Class
    Decision Required: Whether to send a letter to SHA.

  The Senior Class of Bladensburg High School has made a request for a donation to assist the   class in holding it's Senior Activities; Grad Night, Senior Prom, etc. ~Bladensburg is the primary High School for Cheverly High School students and many Cheverly residents attend this school. ~

9.  Discussion – Zone Parking
        Decision Required: Whether to consider amending Ordinance.
        
The Mayor and Council requested a color coded map, at the last Worksession, in order to address the possible reduction in Zone Parking designated areas.  Mayor and Council are asked to bring the maps provided for the last Worksesson.

10.    Pedestrian Safety Issue
        Decision Required: Whether to send a letter to SHA.

CM Thorpe input from Mr. Torres.  A memorandum and map denoting the intersection issues was provided at the last Worksession.  Mayor and Council are asked to bring the maps provided for the last Worksesson.

11. Potential Annexation
     Decision Required: None.

This item was addressed and decided at the January Worksession.  The Mayor has placed it back on the Worksession and will address.

12. Stop Sign @ Crestlawn and Arbor Street
     Decision Required: Whether to authorize the installation of a Stop sign.

Councilmember Thorpe asked staff to look into whether there was a Stop sign at this location that was knocked down and, if so, could it be replaced.  The Director of Public Works determined that a sign had never been placed at this location, but it did meet the wants and warrants.

13. Budget Discussion
     Decision Required: Whether to send a letter to SHA.

This will be an Initial discussion of the Budget Process.

14. Fuego Special Exception
     Decision Required: None.

The matter is scheduled to go before the Zoning Hearing Examiner.  Mayor and Council  wish to review the Town’s position.

15. Memorial Plantings
     Decision Required: None

Councilmember Eldridge requested a copy of the Town’s policy and is seeking the history from Town Staff.

16. TODZ Support for the County
     Decision Required: Whether to Support

The Mayor has placed this item on the agenda and will address.
