1.    Presentation – Mr. Ed Gibbs – SE 4698 – Salvage Yard
        Decision Required: Whether to amend the Town’s position.

The Council has received an email with the Special Exception application.  Attached is a copy of the letter sent regarding the Town’s position.  Mr. Gibbs represents the applicant and has requested an opportunity to explain the Special Exception request and address any Mayor and Council concerns.

2.   Town Park Plan
        Decision Required: None.
        
The Neighborhood Design Center will be presenting its findings.

3.    Special Energy Communities Grant
        Decision Required: Whether to take a position to pursue.

The Mayor was approached by citizens regarding a desire to pursue this grant.  Staff has investigated the grant and submitted a letter of intent, which was due by March 1st, in order to permit a submission, if so desired, that is due on April 1, 2013.  Staff has prepared a memorandum discussing the various aspects of the grant, the Town’s obligations, and the cost if a decision to pursue is determined.

4.      Backyard Hens
        Decision Required: None.

The Mayor and Council have placed this matter on the agenda from the Town Meeting for further discussion.

5.  Discussion – Zone Parking
        Decision Required: Whether to consider amending Ordinance.
        
The Mayor and Council requested a color coded map, at the last Worksession, in order to address the possible reduction in Zone Parking designated areas.  Attached is the map and memorandum with suggested changes.

6.  Pedestrian Safety Issue
        Decision Required: Whether to send a letter to SHA.

CM Thorpe has placed this item on the last Worksession agenda.  Attached is Mr. Torres’ memorandum, a suggested letter to SHA and a map denoting the intersection issues.

7.  Grant – My Cheverly App
        Decision Required: Whether to consider purchasing licenses.

   A resident has built a mobile app that can be used by any Cheverly Resident for the purpose of accessing information about Cheverly.  The licensing fee for 5,000 copies is $300.  The                                  conversation is whether the council would be willing to fund this grant.  

8.  Grant – Bladensburg Senior Class
        Decision Required: Whether to grant.

  The Senior Class of Bladensburg High School has made a request for a donation to assist the class in holding it's Senior Activities; Grad Night, Senior Prom, etc.  Bladensburg is the primary High School       for Cheverly High School students and many Cheverly residents attend this school.  

9.  Grant – African American Museum - Brentwood 
        Decision Required: Whether to grant.
    The 4th Ward Civic Association at the request of Councilwoman Caroline Cook has requested the town make a donation to the African American Museum in Brentwood to be used for programs for              residents of the county that focus on African American history.

10. Concrete Plant Decision
        Decision Required: None.

  The court of appeals has decided to deny the appeal of Cheverly and surrounding communities in the zoning matter of the concrete plant on Sheriff Road.  The UMD Law Clinic would like to continue the       appeal process and the surrounding communities have requested that Cheverly continue their support of the appeal process.
