9.      PUBLIC HEARING – SPEED HUMP PETITION – HILLSIDE AVENUE
Decision Required: Whether to authorize the installation.

The residents provided a petition for a speed hump.  The Town Clerk has verified the signatures.  A notice of the public hearing was placed in a newspaper of record and notices sent to the residents.  Attached is the Public Works Director’s report.  Under our new ordinance, the speed limit is 20 mph.

10.     FIRST READING – 0-4-10 AMENDING THE SPEED HUMP PROCESS
Decision Required: Whether to move to second reading.

This Ordinance was changed at the last Worksession and fell within the confines of significant changes, thus it is back to the introduction stage. The recommended change is to eliminate the need for notification via a newspaper of record.  The Town Code currently mandates a newspaper ad along with individual letters to residents and a newsletter notice.

11.     AUTHORIZATION AWARD OF BID – PUBLIC WORKS VEHICLES
Decision Required: Whether to authorize.

These items are part of the FY 11 Capital Improvement Program.  Bid openings are the 10th and the results will be provided in advance of the Town Meeting.  The bids are for 2 medium sized dump trucks and a leaf collection truck, which will also have the ability to mount plows.

12      STATE SHARED REVENUE RECOVERY ACTION
Decision Required: None

The Maryland Municipal League has recommended all municipalities support a resolution asking the State legislature to pass “enabling legislation” allowing municipalities to raise revenue.  This is MML’s response to the State’s recent cuts in police grants and State Highway Administration’s allocations.  These cuts have impacted Cheverly’s revenues by $300,000 this year.
