Minutes for November 12, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Robert C. Libby, Daniel T. Collomy and Linda Pulsoni.  Clifford L. Emery was absent.

Others Present:  Dave Harmon, Peter Burns, Ed Newell, Jamie Rajunski, Jay Rajunski, Peter Pinkham, Larry Miller, Lori and Steve Anthony, Carol Sanborn and Robert Elwell.

Meeting Agenda

  • Call to Order.
The Meeting was called to order at 7:03 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes November 5, 2008.  Approved 4-0-1.

  • Discussion held between 5:00 & 7:00 p.m.
5:30 p.m. – Comprehensive Plan Committee – Met with a group interested in serving on the Comprehensive Plan Committee.
6:00 p.m. – Mike Grovo & Kim Emery Executive Session at 6:20 p.m. per MRSA 6(A) out of session at 6:32 p.m.
6:30 p.m. – Jake Voisine Executive Session at 6:33 p.m. per MRS 6(A) out of session at 6:48 p.m.  Into Executive Session at 6:49 p.m. per MRSA 6(A) out of session at 7:00 p.m.

  • Review of Correspondence.
  • Email from Tony Vigue, Chair Saco River Cable Committee – Re:  Extension of Franchise Agreement until March 2009.
  • Review of Projects and Issues.
Selectman Libby reported that he was working on routine Town business and is calling other towns to get Town Manager job descriptions and contracts.

Selectman Pulsoni reported that she had some free time last Thursday and she went to visit the West Buxton Public Library to see the Penny Rug display.  It is a very nice display and an old art form.

Selectman Pulsoni stated that she was at the Transfer Station last week and Greg Heffernan reported an incident that a lady had some items that were not recyclable and she threw change at Greg for the $3 payment.  Selectman Pulsoni reminded the public that every one has to pay.

Selectman Pulsoni reported that Jamie Rajunski has just completed an Eagle Scout project at Carroll Park.  The project consisted of three picnic tables and a small flower garden that is planted with Tulips.


Selectman Harmon reported that she had been in touch with CMP and the poles for the new Town Garage will be set by the end of this week or the beginning of next week.

Selectman Harmon stated that she had been called by a representative of the Journalism Class at the High School to ask for a donation to send representatives to Washington, D.C. to the Inauguration.

Selectman Harmon reported that Patrick Bonsant had been at the Town Office installing a new cable to filter out the noise that is heard on re-transmission of Buxton Meetings.

7.      New Business.
        
Selectman Harmon reported that the Carry Forward items should be handled next week.  The Board is waiting for Selectman Emery to look at the information before a vote is taken.



8.      Executive Orders.

E.O.080911007 – An order approve 21 hours of ‘carry forward’ vacation time for Lary Owen.  Approved 4-0-1.

E.O.080911008 – An order to appoint Carolyn Snell to the position of Buxton Toy Box Committee Member effective until December 31, 2010.  Approved 4-0-1.

E.O.080911009 – An order to appoint Mia Dodge to the position of Buxton Toy Box Committee Member effective until December 31, 2012.  Approved 4-0-1.

E.O.080911010 – An order to accept the resignation of Michael E. Mains effective November 19, 2008.  Approved 4-0-1.

9.      Executive Orders by Initiative.

10.     Accounts Payable and Payroll Warrants.

E.O.080911005 -- An order approving expenditures as documented in Accounts Payable Warrant #20-09.  Approved 4-0-1.

  • Other Business.
There will be a free Thanksgiving Dinner served at the Pythian Sisters Hall in Buxton Center on Thanksgiving Day from noon to 3:00 p.m.  Everyone is welcome.

Selectman Harmon thanked Cliff Emery, Carol Sanborn and Gorham Sand & Gravel for their donation for the Thanksgiving dinner that is sponsored by the Pythian Sisters.  Donations are down and are needed to put on the dinner.

Selectman Pulsoni stated that she would like to bring up something positive as there had been some bad publicity about the Middle and High Schools.  The Middle School is in the process of constructing a greenhouse as a learning tool.




  • Public Comments and Questions.
Robert Elwell asked about a response from the State regarding the roads.  Robert is specifically looking at Route 112.

Robert stated he is still waiting for a summary of the expenses paid for the new Town Garage.

Robert also asked why the Selectmen Meetings have not been shown at the regular times.  Has something changed to the scheduling?  

The status of the hiring of the Police chief was questioned.  Waiting for background checks.

Robert asked about Transfer Station credits for people who bring in recycle stuff instead of paying.  Selectman Harmon said that Greg had looked at the idea and it may mean having an extra person to oversee the process.

Robert asked about Dispatcher Mike Mains resignation letter and if it was positive.  He also asked about the resignation letter of Christine Labranche that left.  Selectman Harmon stated that Mike Mains letter was positive and that Christine stated positive and negative in her letter of resignation.


Robert stated that in addition to the picnic tables at Carroll Park that Weymouth Park has done a lot of work on that Park also

Robert asked that money from the Town to support the Journalism class to go to Washington be turned down.

Carol Sanborn thanked Jamie Rajunski for the picnic tables at Carroll Park.  They do look very nice.  Carol stated that she watched the Selectmen’s Meeting last week and that she felt the Selectmen should say the Pledge of Allegiance.  SAD 6 does the Pledge of Allegiance and there is no reason it could not be done by the Board.

Dennis Sweatt said that if something is done about the ATV noise situation, the people who live near crushers should have something done as they can hear the noise for one-half a mile.

Dennis asked what was happening at the end of Turkey lane and Route 112.  The DOT is rebuilding the intersection.

Dennis said that he asked 7 weeks ago for the true cost of the Police Department and he is still waiting for the information.

Dennis stated that he took copper fittings to the Transfer Station and got charged for the load.  He said the Town of Buxton charges by the size of the load and Gorham charges by the weight of the load.  Some light loads are cheaper to take to Gorham and the heaving loads to Buxton for disposal.

Jamie Rajunski gave a presentation of the work that he did preparing three picnic tables at Carroll Park and a small flower garden.  Jamie is a member of Troop 349 and the project was an Eagle Project.  Jamie thanked everyone that helped him and made donations.

Ed Newell gave a short presentation on Keep The Heat On regarding the amount of money the program has taken in each year and the number of deliveries that have taken place.  The Program keeps growing and growing.

Selectman Harmon stated that she had been called about putting the name of a soldier on the Town sign to welcome them home.  Peter Pinkham stated that the information should be put on the sign regardless of the Town Sign Policy.
