Minutes for December 23, 2015 Selectmen’s Meeting

Selectmen’s Meeting Agenda


  • Call to Order
Selectman Emery called the meeting to order at 7:04 PM.

Selectman Emery led the Pledge.

Selectman Emery said the Board will review the bids and make a decision before the end of the year.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes December 16, 2015

  • Discussion held between 4:00 & 7:00 p.m.
At 4:00 o’clock Roger Hicks, a selectman in Hollis, met with the Board to see if there was interest in an arrangement where our Animal Control Officer would help out in Hollis when their Animal Control Officer is not available.  This would be similar to what we do with the Code Enforcement Officer.  There was no objection from anyone on the Board so Mr. Hicks is going to meet with Chief Grovo to discuss a plan that they will bring back to the Board of Selectmen for consideration.

At 5:02 PM the Board went into Executive Session on a personnel matter per 1 M.R.S.A. 405 (6) (A).  The Board came out of Executive Session at 5:30 PM.

Selectman Harmon added that before the Board went into Executive Session, Chief Grovo had given the selectmen an update on the push bars for the police cruisers.  One of our cruisers was involved in an accident from hitting a deer which is not uncommon so they are looking into push bars for the vehicles that are supposed to be preventative.  Selectman Harmon said she is still on the fence and asked for more information.  Chief Grovo is going to contact the State Police in Alfred.  Some of their vehicles have the bars and he is going to find out how advantageous the bars have been in accidents they have had.  There are different kinds of bars and they are not too expensive but the Board is going to do some research before they buy any.

After that, David Anderson talked with the selectmen about a bill he sent out for work that we had done at the girls’ softball field at Town Farm Park.

  • Review of Projects and Issues
Selectman Santolucito reported that he attended the SAD #6 Budget Advisory Committee Meeting last Thursday night.  He mentioned several others who attended as well and said it looks right now like things are on target.  They have very preliminary numbers and have started to project out what some of the needs might be.  He said that will start to come together in January.  The next meeting is January 7 at 6:00 PM.

Selectman Harmon reported that she has been in every day and met with our new Treasurer and answered questions for her.  She asked Selectman Harmon if the previous Treasurer could come in and spend some time training her.  Selectman Harmon is going to try to get in touch with her to see if that is something she can work in.

 Selectman Harmon mentioned that she talked with the Town’s attorney about a question the Board has on a Victualer’s License, and closed by saying that it is time to start working on budgets.  She suggested that the Board should set up a workshop the first of January to discuss what they want to do with salaries, any capital items they may have and to talk about any other items they have for budgets.

Selectman Poitras reported that he came in a few times since the last meeting.  He said one of the things that was most impressive was the Buxton Toy Box and he said it was amazing to see so many volunteers working together.

Selectman Emery has been in quite a few times going over different things and he worked with Bev and came up with the letters that will go out to local town organizations and other non-profit groups for the budget.  Selectman Emery has also talked several times with the new Treasurer and answered questions that she had.  He came in a few times and talked with Mia Dodge about the Toy Box.  Selectman Emery added that people in this community do a fantastic job giving their time to the community.  He gave a big shout out to Gorham Sand & Gravel; they donated toys and money for the Toy Box.  He mentioned some people who came in with an abundance of food for families that could not afford a Christmas dinner.  Selectman Emery went on to talk about donations that come in throughout the year for various projects and said it was really great and the Board thanks them.  The Board also thanked Mia Dodge and her crew of volunteers and elves for another successful Toy Box year serving 54 families and 154 children.

Free Christmas Dinner at the Buxton Center Baptist Church at noon on Friday, December 25th

Selectman Harmon announced that the Buxton Food Co-op will be open tomorrow, Thursday since Friday is Christmas.


  • Public Comments and Questions
Patrick Hanna introduced himself and asked some questions about when the air packs were put out to bid and where the ad was placed.  

The selectmen explained that the Fire-Rescue Chief put the ad out for bids and it was placed on Maine Municipal’s website where it would more likely to be seen by other fire department personnel.  

Mr. Hanna asked if the bids are still open.

Selectman Emery responded that the bids are closed unless the Board decided not to accept the bid.
