Minutes for December 4, 2013 Selectmen’s Meeting

Public Hearing Continued from November 13, 2013 – Regarding Unsafe Structure – 7:00 PM

Clifford Emery, Chairman of the Board, opened the Public Hearing at 7:00 PM and invited Fred Farnham, our Code Enforcement Officer, to update the Board on changes.  Fred Farnham provided details about his recent inspection and additional improvements that have been made.

After some discussion the hearing was closed at 7:11 PM.

  • Discussion held between 5:00 & 7:00 p.m.
The Board met with a young woman from Texas Roadhouse.  Katrina Brown came in and talked with the Board about fundraising for the Keep the Heat On Program.  The Texas Roadhouse is a local restaurant that does a lot of fund raising for charitable groups.  The Board decided on December 28th as the date.  The restaurant will be open from 11:00 AM until 11:00 PM that day and 10% of the bill for anyone who goes to the restaurant that day with a coupon or flyer will go to the Keep the Heat On Program.

The Police Chief met with the Selectmen to go over some budget items.

At 6:35 PM the Board went into Executive Session per 1 M.R.S.A. 405 (6) (A).  The Board came out of Executive Session at 6:48 PM.

The Selectmen also talked about having a Workshop next Tuesday evening at 6:00 PM to discuss the Internal Control Document, department budgets and the proposal they have for curbside trash pick-up.

Selectman Emery reported that the Board of Selectmen is planning to approach the Planning Board about extending the Commercial Zone on Portland Road down to the end of Pennell Road to add space for some business locations.  

Selectman Emery read the Finding of Fact regarding the unsafe structure at 62 Town Farm Road, and the Board’s conclusion.

Selectman Burns just came back from a hunting trip. He has been in and out of the office since then catching up on mail and other things.

Selectman Booker has been away on vacation and has been having discussions today with the other Selectmen and working on getting things cleared off her desk.


Selectman Harmon reported that she and Fred Farnham met with a representative from Central Maine Power who came in this morning to talk with the Town about some transmission work they will be doing from Buxton to Saco and Bonny Eagle to North Gorham.

Selectman Harmon has been working on the Findings of Fact and on another matter that she thanked Krystal Dyer and LeeAnn Pratt for helping her research.  She also thanked Fred Farnham for his patience and help on other issues.  

Selectman Emery mentioned discussions he had this week with the other Selectmen about several things that have come up.  He said other than that, he has been keeping up with mail.

Selectman Harmon, speaking for the Board, offered their sympathy to the family of Bill Lewis.

Selectman Emery talked about a new business in town.  The Roost has re-opened on Sunday mornings and they are serving a fantastic buffet breakfast from 8:00~12:00 AM.

  • Other Business
Rabies Vaccination Clinic Saturday, December 7, 2013, 1:00 PM to 3:00 PM at the Buxton Public Works Garage.  Cost is $8.00 per vaccination – CASH ONLY.  All dogs must be brought in on a leash and all cats must be in carriers.  For faster service please bring the previous rabies vaccination certificate.  Anyone from any community is welcome to attend.  For more information call the Buxton Town Hall at 929-6171.  The clinic is sponsored by the Hollis Animal Clinic, the Towns of Buxton & Hollis and the Vacationland Dog Club.

2014 Dog Licenses are due by Tuesday, December 31, 2013.  Please license your dogs now to avoid paying additional fees.

Reminder:  2014 Rescue Subscriptions and Renewals are effective for the period beginning January 1, 2014 and ending December 31, 2014.  If you have not already subscribed for 2014, please get your subscription in by January 1, 2014.  You can subscribe at any time during the year but subscriptions expire December 31st.  To get the full 12-month benefit out of your subscription you should subscribe by January 1.

The Town of Buxton is seeking applicants for the position of Animal Control.  This is a part time position.  The job description and additional information has been posted on the web site Jobs in Maine.  Applications may be obtained at the Buxton Dispatch Center and must be submitted with Resume’ and cover letter on or before Tuesday, December 17, 2013 to Police Chief Michael S. Grovo, Buxton Police Department, 185 Portland Road, Buxton, Maine 04093, or email msgrovo@pd.buxton.me.us

The Buxton Transfer Station will open and close early on Christmas Eve, Tuesday, December 24, 2013.  Instead of their usual hours (10:00 AM ~ 6:00 PM), they will open at 8:00 AM and close at 4:00 PM.  Notices will be posted at Town Hall and the Transfer Station to remind everyone.

South Buxton Cemetery Association will host the “Wreaths Across America” program on Saturday, December 14, 2013, at 11:45 AM at the South Buxton Cemetery on Route 112 near the cemetery office.



  • Public Comments and Questions
Chief Michael Grovo reviewed statistics for some of the 600 complaints handled last week.

Chief Grovo mentioned that Officer Adam Ricci will be at the Rabies Clinic Saturday.  He is working as a Patrolman but he is still handling some animal control issues.  Adam will be going to the Police Academy at the end of January.  Chief Grovo reminded people to license their dogs because the Department will be following up.

Chief Grovo welcomed Officer Kevin Collins who was recently hired and he provided some information on Mr. Collins’ background and experience. Officer Collins will be going to the Police Academy in August.

A discussion followed between Selectman Emery and Chief Grovo about the recent rash of burglaries in Southern York County.  Selectman Emery reminded everyone to lock their homes and vehicles and pay attention to who is around the neighborhood.  

Chief Grovo encouraged people to call the Police Department if anything that looks suspicious.
