Minutes for November 6, 2013 Selectmen’s Meeting

  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 the Fire Chief came in for a brief time and answered some questions.

The Police Chief came in for an even shorter period of time to answer a few questions..

The Selectmen discussed a poverty abatement they are considering and talked about scheduling a workshop.  They discussed the lawn mowing bids and talked about whether or not they are having a Christmas celebration at Town Hall.  They did not make a final decision on that.

  • Review of Projects and Issues
Selectman Burns is back from his vacation.  He has been reading mail and trying to get caught u p.

Selectman Booker reported that the information was finalized that had to get to the Department of Labor last week.  She said she had a discussion with Mr. LaPlante on Thursday and felt satisfied that we had given them all the information the needed.  The Board got a letter back saying that they have dropped the penalty.  There is a small administrative fee of $210 that we would have had to pay anyway.  She said she was really on the Department Heads to get the information and thanked them for all the work they did.

Selectman Booker said that the Board talked about some minor issues that have come up with the Personnel Policy and they will work through those issues when they have their workshop.  She said she received a call the other day from D.O.T. about the next meeting on the Bar Mills & Canal Bridge which is going to be held on December 5, and said she started looking at the Internal Control Document.

Selectman Harmon has been in every day.  She said that Selectman Booker and she have gone over questions that Selectman Booker had and she thanked Selectman Booker for the time she put in on the Department of Labor report.  

Selectman Harmon reported that she had a nice conversation with a resident who was concerned about unpaid taxes and asked if the town has to borrow money to cover that.  She said she answered his questions and talked about how to entice more people to get involved in what is going on in town.  We have positions open on the Planning Board and on the Budget Committee and she said if more people do not get involved it could lead to problems down the road, especially when you are dealing with developments and larger budgets.

Selectman Harmon also talked about some computer glitches today that affected some of the tax information that had been entered and some of the updates with the property record cards that have been done this past fall.  We are hoping that information can be recovered so the Tax Collector does not have to re-enter all of that information.

Selectman Emery has been in taking care of things on the phone, going through mail, working on some things he has going on behind the scenes and trying to get that squared away and straightened out.  He said he met with the Public Works Director to go through a couple of issues, and mentioned that Peter Burns is going to check some references for some of the lawn mowing bids.  Selectman Emery is hoping the Board can award the bid next week.

Selectman Burns said before he went on vacation he took a ride with the Public Works Director down to the Simpson Road to look at the work he has done there.  He said he hopes people are happy with it.

 Selectman Burns spoke about a call he received this morning from a gentleman who had a question about trash pickup.  He reminded everyone that trash is not to be put out until 6:00 PM the night before and should be out by 6:00 AM the morning of pickup.  The trash trucks do not always come at the same time and it is the resident’s responsibility to get their trash out on time.  He asked people to please comply with the ordinance and said if they do, there should not be a problem.

Selectman Burns talked about some residents who have not been able to see the meeting broadcast.  He explained that if you have a digital television, you should set the tuner to reset channels and it will go through and pick up the new 121-1, 121-2, 121-5, and 121-7 channels.  If you do not have a digital TV, you will need to get a converter box from Time Warner in South Portland which will not cost anything until January, 2015.  He asked people to share this information with friends and neighbors they know of who are not seeing the televised meetings.

  • Next Meeting of the Board
The Board of Selectmen will hold a Public Hearing Wednesday, November 13, 2013, at 7:00 PM regarding a Notice of Unsafe Building or Structure.

There will be a Public Hearing November 20, 2013, at 7:00 PM on a Liquor License Renewal for Kevin & Sundae Fallen, The Roost Inc., and D/B/A Personal Touch Catering




  • Other Business
Town Office will be closed Monday, November 11, 2013, for Veterans Day.

The Transfer Station will be closed Tuesday, November 12, 2013 for their holiday.

There will be no change in curbside trash pickup schedule.

Rabies Vaccination Clinic Saturday, December 7, 2013, 1:00 PM to 3:00 PM at the Buxton Public Works Garage.  Cost is $8.00 per vaccination – CASH ONLY.  All dogs must be brought in on a leash and all cats must be in carriers.  For faster service please bring the previous rabies vaccination certificate.  Anyone from any community is welcome to attend.  For more information call the Buxton Town Hall at 929-6171.  The clinic is sponsored by the Hollis Animal Clinic, the Towns of Buxton & Hollis and the Vacationland Dog Club.

Toy Box applications, guidelines and dates will be available for pick up at the Town Hall on Friday, November 8th.  We will start taking applications Thursday, Nov. 21 from 1:00 – 3:00 PM.  Additional dates and times will be listed in the guidelines.  Applications will close Friday, December 6 at noon.  Just a reminder -- The Buxton Toy Box Program is available for Buxton residents only.  For more information about the program, please contact Jane Wendelken at 207-929-4087.

Maine Department of Transportation will hold a Public Meeting at the Buxton Town Hall, Thursday, December 5, 2013, at 6:00 PM to discuss the Bar Mills & Canal Bridge.

  • Public Comments and Questions
Chief Mike Grovo went over statistics from last week.  Regarding burglaries that have been happening, he said the Department thanks people for calling in and he said they appreciate people paying attention and reporting suspicious activity.  He said sometimes that can be the lead they are looking for.

Chief Grovo also talked about drunk driving goggle demonstrations that Eulla Brown and Officer Adam Ricci did last week with the Eighth Grade Class at Bonny Eagle Middle School.
