Selectmen’s Meeting Minutes


  • Call to Order
The meeting was called to order at 7:00 PM.

  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 PM two residents came in to meet with the Board regarding an issue that has been ongoing for the past few weeks.  They settled the issue by an agreement that we will deal with later in this meeting.

At 5:15 PM the Police Chief met with the Board to talk about some day-to-day things and some issues they have going on.

At 5:30 our Public Works Director came in and went over the policies and protocols he has developed in response to the Department of Labor inspection that was done several months ago, and what Safety Works recommended he have for training and recordkeeping.  He wanted the Board to be aware that it has been done.

At 6:00 PM Rick Zampini, a representative from Symquest came in.  Symquest is a technology solution that manages copiers and printers.  Mr. Zampini wants to install a program to look at how efficiently & effectively we use our printers and copiers to see if there is an opportunity for us to save some money.  This program is currently used in some hospitals, police departments, and towns like ours.  The Board agreed to go ahead with the program.  Mr. Zampini will be in touch with our Office Manager to get that started.

A lot of correspondence came through this week but the majority of it was internal business.



  • Review of Projects and Issues
Selectman Libby has been in the past few days trying to catch up on things that have been going on.  He went through the Personnel Policy that Penny put together and said he thought it was very well done.  

Selectman Harmon said she has been dealing with assessing issues that she and Selectman Libby talked over tonight. She has been reviewing correspondence but said she has not had a chance yet to review the last changes that were made to the Personnel Policy.

Selectman Burns could not talk because he had a bad case of laryngitis.

Selectman Booker briefly mentioned the last changes made to the Personnel Policy and said she thinks they are going to work.  She has been in most days and had discussions on property issues, a personnel issue, and some Department of Labor issues.

Selectman Emery has been working up state but he has called in to talk about information on the bids for fuel oil and lawn mowing.  We will be sending that information out for bids in the next few days.  He came in to the office last night to go through mail and read the Personnel Policy which he said he thinks looks very good and ready to print and send out to our employees.

Personnel Policy – This is finished and the Board plans to do an Executive Order to adopt the policy next week.

  • Other Business
Hazardous Waste Day is being held Saturday, October 5, 2013, from 10:00 AM to 2:00 PM at the Transfer Station.  This is for Buxton residents only.  Proof of residency will be required.  Contact Greg Heffernan at the Transfer Station if you have questions.

There are two vacant positions on the Planning Board and one position on the Budget Committee.  If anyone is interested, please send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093, or stop in and leave your name and contact information and so we can set up a time for you to meet with the Board.

Flu Shot Clinic at Buxton Town Hall Friday, October 18, 2013 from 1:00 PM ~ 2:00 PM.  This will be open to the public.

Buxton Town Hall Blood Drive Tuesday, October 29, 2013, at 1:00 PM ~ 6:00 PM at 185 Portland Road.  Please call 1-800-RED CROSS to make an appointment



  • Public Comments and Questions
Chief Michael Grovo went over some of the 341calls that came in to Dispatch between September 22 and 28.  There were several incidents involving juveniles in possession of scheduled drugs, and some serious calls that were handled at Sebago Alliance.  

Chief Grovo reported that a prescription drug drop off box was delivered last week to the Police Department.  The box is in the lobby so people can come in, drop in prescriptions and go.  The Chief asked anyone who uses the box to please follow the instructions on the outside of the box, and read the description of what can and cannot be left in the box.  

The next prescription Drug Take-Back Initiative will be held on Saturday, October 26, 2013 from 10:00 AM ~ 2:00 PM at Buxton Rite Aid and Hannaford.

On October 26th the Police Department will also be involved in “Trick-or-Trunk” at the elementary school.

Chief Grovo reported that through a Narragansett Number One Foundation Grant the Police Department purchased silicone bracelets, pens and some book marks on anti-bullying.  They will be at several schools next week.

October is also Breast Cancer Awareness Month and Chief Grovo said the Police Department purchased pink pens and pink badges for the Police Officers to wear to help bring awareness to this disease.  Chief Grovo explained that although the badges are not the highest quality, they are real police badges.
