  • Call to Order
The meeting was called to order at 7:01 PM.

  • Discussion held between 5:00 & 7:00 p.m.
        
At 5:06 PM the Board went into Executive Session per 1 M.R.S.A. § 405(6)(H) for a consultation with our Code Enforcement Officer regarding a pending enforcement issue.  The Board came out of Executive Session at 5:55 PM

At 6:00 PM our Treasurer came in and went over renewal of some Certificates of Deposit, and renewals for cemetery investments

At 6:20 PM two residents came in and the Board went back into Executive Session per 1 M.R.S.A. §405 (6)(H) dealing with the same enforcement issue discussed earlier with the Code Enforcement Officer.  The Board came out of Executive Session at 6:53 PM.

  • Review of Projects and Issues
Selectman Harmon has been in every day.  She has been dealing with some assessing issues that come up every year when people get their tax bills, Veteran Exemptions, and the Sales Analysis Spreadsheet that the Board has to fill out every year.  Selectman Harmon said it is quite an extensive report that goes over property sales in Buxton from 2012 through part of 2013.  She thanked LeeAnn Pratt, our Tax Collector, for her help in compiling information for that document.  Selectman Harmon said she will start working on the 2013 Valuation Report next week.

Selectman Emery thanked Selectman Harmon and the Tax Collector for all the work they did on the report.

Selectman Booker reported that she and Selectman Harmon met with our Recreation Director and the Treasurer to go over some procedures for how things are recorded.  They are looking for better ways to get to information they both need to do their jobs.  Selectman Booker said that Charisse Keach created some charts and graphs that really helped the selectmen understand more about some of the details that they need.

Selectman Booker mentioned other items she has been looking at including abatements, exemptions, information for fuel bids, a permitting issue, and the Affordable Care Act.  She  reported that the Garden Club planted two trees but one of them is not where she expected it to be.

Selectman Emery reported that the final draft is done for fuel bids and the information is now ready to go out.  There will be a notice in the Portland Press Herald on Friday or next Monday and letters are going out with invitations to bid for the people who responded when the last two went out.  Once that information is out the Board will send out bid requests for our Lawn Mowing Services.  Selectman Emery said that in the past those have gone out later in the fall but this year they want  to get it out earlier so those who have not bid before can see what has to be done before the ground is covered with snow.

Selectman Emery said the information came back from our attorney for the Personnel Policy and there are just a few things that have to be added to the policy to finish that up.  He thanked Selectman Booker for all the work she has done on that project.

Selectman Harmon commented on the new tree and a brief discussion followed about that.  Selectman Emery said the soil there is very sandy and does not hold water.  There us another tree there that needs to be staked up because it is not in the best condition.

Hazardous Waste Day has been scheduled for Saturday, October 5, 2013, from 10:00 AM to 2:00 PM at the Transfer Station.  This is for Buxton residents only and proof of residency will be required.  Contact Greg Heffernan at the Transfer Station if you have questions.

Two vacant positions on the Planning Board and one vacant position on the Budget Committee.  If anyone is interested in these positions, please send a letter of interest to the Board of Selectmen, 185 Portland Road, Buxton, ME 04093, or stop in and leave your name and contact information and we will set up a time for you to meet with the Board.

Flu Shot Clinic at Buxton Town Hall Friday, October 18, 2013 from 1:00 PM ~ 2:00 PM.  This will be open to the public.

Buxton Town Hall Blood Drive Tuesday, October 29, 2013 1:00 PM ~ 6:00 PM at 185 Portland Road.  Please call 1-800-RED CROSS to make an appointment

The Board of Selectmen will be holding a Special Town Meeting October 9, 2013 at 7:00 PM to reconcile accounts from fiscal year 2012-2013
